Background
The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 35 countries around the world. DRC provides both humanitarian assistance and longer-term development support to respond to the needs of communities affected by acute crisis as well as those in protracted displacement situations. DRC has been operating in Kenya since 2005, where we assist refugees and displacement-affected communities in Dadaab, Kakuma, Kalobeyei, Nairobi and Mombasa through protection and livelihoods activities to enhance their self-reliance and expand opportunities for a dignified life. The conflict-reduction arm of DRC, the Danish Demining Group (DDG) has been active in Mandera supporting peace and security through a community-based approach, since 2015.
In August 2017, a DRC-led consortium of four agencies (DRC, World Vision International, WYG, and CARE) was awarded a 14 million euro EU Trust Fund grant to design and implement a cross-border programme on the Kenya-Somalia-Ethiopia border. The objective of the grant is to support stability and contribute to better migration management as well as addressing the root causes of de-stabilisation, forced displacement and irregular migration, in particular by promoting resilience, economic and equal opportunities, security and development, and addressing human rights abuses. The consortium’s BORESHA programme will aim to mitigate the humanitarian and development impact of the compound threats of instability, climate shocks, demographic pressure, environmental degradation, and socio-economic marginalization in the border area.

Purpose
Based in Nairobi with regular travel to field locations, the Head of Programme Management Unit has the overall technical and management responsibility for implementation of a three-year EUTF-funded programme across Mandera, Kenya, Dollo Ado, Ethiopia and Gedo, Somalia. The consortium undertaking the implementation is led by DRC, in partnership with CARE, World Vision International and WYG. The Head will provide strategic guidance and leadership to the PMU, and will assume responsibility for determining specific programme design, delivery, progress against the approved work plan, reporting against the monitoring plan, and overall performance of implementing agencies. The Head of PMU will ensure overall planning, implementing, and managing of the project, and establish the MEL framework to assure progress towards achieving project goals and objectives.
He/she will ensure timely delivery of planned results, within budget, oversee adherence to applicable policies including security guide and manage the capacity building of project staff, advance and coordinate the project with internal and external stakeholders including local government and the donor, contribute to planning, coordination and learning within the consortium and DRC as a whole. As part of the DRC Senior Management Team, the Head of Programme Management Unit may have responsibilities as part of the regional initiatives in East Africa and Yemen such as development or review of durable solutions strategies.

Responsibilities and Tasks:
The Head of Programme Management Unit refers to and works in close collaboration with the Country Directors of each of the implementing agencies but will report directly to the Country Director of DRC Kenya? Specific responsibilities include:

  • Provide overall leadership and management, and general technical direction, for the design and implementation of project activities, in close coordination with consortium agency technical staff
  • Responsible for, delivery, and progress against agreed targets of the project across all implementing agencies
  • Responsible for managing the timely and quality completion of all programme technical administrative financial deliverables and reports in accordance with EU guidelines and DRC rules
  • Ensure a shared project vision and an adaptive ‘theory of change’ (based on continuous learning from the programme) amongst staff and across all implementing agencies
  • Serve as the principal liaison with and build effective working relationships with the EU, PACT, IGAD, FAO and government counterparts, local partners, communities and other relevant stakeholders
  • Oversee the establishment of effective project reporting, monitoring evaluation and learning, financial management, and personnel and procurement mechanisms
  • Integrate strong visibility for EUTF into programme outcomes
  • Develop partnerships in the humanitarian and development community and coordinate with authorities at Country and County/district Government levels.
  • Plan and lead quarterly consortium Project Steering Committee meetings and Technical Working Group meetings, and oversee implementation of corrective measure.
  • Promote sustainability of project activities with effective networking, linkages to other programmes, capacity building of key project staff, and strengthening community-based organizations and mechanisms
  • Manage a team of PMU staff, including participating in the hiring, professional development and evaluation process, ensuring achievement of project results by setting specific goals and providing continuous performance feedback.

Qualifications:

  • Relevant university degree (Master or Post graduate), in Social Sciences, International Development, International Relations, Law or other relevant field.
  • Minimum of 10 years’ of professional experience relevant for the successful implementation of cross-border programmes
  • Experience in managing complex activities involving coordination with multiple project partners
  • Proven experience in programme design and management, including budget expenditure, proposal writing, staff management, and monitoring, evaluation and reporting.
  • Proven experience in Livelihoods, Resilience, Natural Resource Management and/or related fields in a management capacity.
  • Demonstrated track record of strong donor relationships, specifically EU
  • Experience living and/or working in East Africa and/or in fragile environments preferred
  • Communication Skills: Excellent writing and verbal skills in English.
  • Adaptability and flexibility: Ability to manage a large workload and multiple tasks in a fast-paced environment with tight deadlines.
  • Work style: Highly organized team player, pro-active and with demonstrated strong personal initiative and decision making ability. Proven solid analytical and problem solving skills.

Armed Violence Reduction (AVR): Education in procedures for safe storage and safe handling of small arms and light weapons (SALW), capacity building of institutions for safety, local and community level conflict management and mitigation.
