Norwegian Refugee Council (NRC) has been implementing projects for Internally Displaced Persons and Refugees in Northern Uganda, West Nile and South Western respectively, since 1997. Having smoothly phased-out by end of August 2014 in the North, NRC was re-registered in Uganda in September 2014 as part of Horn of Africa programme with its regional office in Nairobi, Kenya, with main focus on addressing the rights of South Sudanese refugees in Ugnda. NRC Uganda has its main base in Adjumani, with a project office in Arua and guest house in Kampala.
NRC Uganda is currently implementing food security, education and WASH projects as an operational partner of UNHCR and office of the prime minister (OPM). To achieve the required results, NRC Uganda closely works with government, UN agencies and local NGO partners.
We are seeking to recruit an experienced, qualified Head of Programme. The purpose of the Head of Programme position is to develop and ensure implementation of holistic high quality programmes to ensure that all support functions are providing high quality and efficient support to programme implementation.
In addition, NRC Uganda is a relatively young programme that requires extensive staff capacity development, focus on quality and effective/relevant programme development and strong NRC institutional experienced programme leadership. The Head of Programme will lead in hiring and training competent National Project Managers, lead the programme and strategy implementations.

Job description

  • Generic responsibilities
  • Line management for Core Competence Specialists, grants staff and M & E
  • Member of the Country Management Group (CMG)
  • Compliance with and adherence to NRC policies, guidance and procedures
  • Provide programme input to Country Strategy and Plan of Action
  • Development of Core Competency strategies
  • Development of holistic and needs based programmes
  • Identify funding opportunities, develop funding strategies and forecasts
  • Grants management, BPO allocations and reporting to donors, including compliance with donor standards
  • Quality control, M&E and organizational learning
  • Capacity building of all technical staff
  • In-country representation and stakeholders liaison
  • Promote the rights of refugees in line with the advocacy strategy
  • Specific responsibilities
  • Acting CD in the absence of the Roving Regional CD
  • Responsible for the CC programmatic input to the contingency plan
  • Representation and fundraising
  • Technical support and monitoring of implementation
  • Identify, promote and secure good cooperation and synergies with other NRC programmes
  • Monitor programmes according to strategies, plans and policies, analyze and evaluate performance, and identify areas for improvement
  • Line management of Grants coordinators and M&E coordinator

Qualifications

  • Minimum 5 years’ experience from a senior management position in a humanitarian/ recovery context
  • Experience from working in complex and volatile contexts
  • Core competency expertise
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Valid driver’s license
  • Knowledge of the context in the Horn of Africa in general and Uganda in particular
  • Experience from advocacy work

Education level

  • College / University, Bachelor’s degree

Personal qualities

  • Strategic thinking
  • Initiating action and change
  • Influencing
  • Handling insecure environments

We offer

  • Contract period: 12 months
