People in Need (PIN)is a Czech NGO that provides relief and development assistant in over 20 countries around the world. Formed in 1992, PIN has grown to be the biggest organisation of its kind in Central Europe, providing relief where it is needed, and empowering civil society in Czech Republic, Eastern Europe, Africa and Asia.

PIN‘s office in Zambia is to be established in April 2017 with a small scale WASH and nutrition response. In the longer term, PIN will be moving towards integrated sustainable programming with a scale up potential.

Job overview:

The Head of Systems & Operations (HoSO) is a member of the Country Management Team and shares responsibility for the effective and efficient delivery of PIN’s country programme. Specifically, the role of the Head of Systems & Operations is to manage and improve the support systems required to achieve this objective comprising of Finance management, Procurement, Logistics, Compliance and Human Resources. In performing this role, the Head of Systems & Operations will ensure an enabling environment for the implementation of the country programme, while maintain operations and systems that meet with the accountability requirements of PIN, local authorities and its donors. The line manager of HoSo is the Country Director.

Main responsibilities:

Finance & Administration

  • Responsible for administrative and financial procedures and ensure their roll-out, in particular focusing on the operationalization of all processes in the Country and Field offices;
  • Financial planning of the mission, cash flow, budget preparation
  • Supervision of the compliance of the processes and documentation with the local legal and administrative measures, with donors’ regulations and PIN internal rules
  • Working closely with Program Managers on budgets’ follow-up and other financial issues
  • Ensuring that PIN accounting practices, financial procedures and processes are in place
  • Ensuring compliance with donors’ requirements and local legal and administrative rules and regulations
  • Responsibility for the financial and project reporting to the donors and HQ
  • Team management and supervision
  • Supervising the mission accountancy and cash register
  • Participating on annual and project audits
  • Local team management and capacity building

Logistics

  • Oversee the operations of the logistics team in all aspects, including office management, fleet management, procurement, assets and administration at country office and in field offices;
  • Implement or strengthen systems of oversight and prevention of corruption;
  • Develop PIN’s in-country supplier database;
  • Oversee logistics budgets, improve needs planning, and contribute to planning needs for new projects with regards to security and logistics;
  • Supervise functioning of asset registry and inventory control;

HR

  • Ensure implementation of relevant national and international staff policies and their implementation by the national HR Manager, including providing training for new staff, managing leaves, allowances and evaluations;
  • Ensures that all HR administration systems for PIN Zambia are operating properly, in particular overseeing the proper implementation of administrative issues related to HR;
  • Ensure compliance with government processes and Labour Code.

Requirements:

  • At least two years of relevant experience in finance and logistics
  • University degree preferably in Finance or related field
  • Experience with finance and logistics management
  • Experience with team management and supervision
  • Fluent English both spoken and written
  • Ability to organize and plan effectively
  • Ability to work in difficult conditions and under pressure
  • Responsible and systematic
  • Knowledge of double-entry accounting (at least theoretical)
  • Working experience with an accounting and economic software
  • Cultural sensitivity, experience with development projects/international work experience is strongly welcome
  • Sound communication skills
  • Strong ability and willingness to transfer knowledge
  • Critical analysis and problem solving skills
