Communication for Healthy Communities (CHC) is a 5-year (June 2013- 2018), USAID funded project whose goal is to support Government of Uganda and partners to design and implement quality health communication interventions that contribute to reduction in HIV Infections, total fertility, maternal & child mortality, malnutrition, malaria and tuberculosis.

This consultant will lead a learning review for the CHC project. The purpose of the learning review is to establish and document the extent to which CHC implement quality health communication interventions. The review will assess the performance and effectiveness of interventions to provide lessons learned and guide future national health communication investments. Lessons will be drawn from aspects such context and operating environment, geographic focus, integration, implementing partner coordination and management structure, capacity building and sustainability. Findings should provide recommendations and identify best practices and promising new approaches, including innovative means to reach people.

Responsibilities

The consultant will be part of a team doing the learning review. As part of this he/she will be responsible for responding to several questions that are part of the learning review. Towards this end the consultant will work with Learning Contract staff under the direction of the M&E Director and is close coordination with relevant USAID counterparts.

The consultant will work with the team to first develop an inception plan on how this learning review will be conducted. Following approval of this plan the consultant will lead data collection using tools and work closely with CHC, MOH and district staff as well as USAID/Uganda to identify appropriate respondents.

The consultant and the team will propose data analysis strategies and tools for the data. The team will be expected to conduct any other comparisons that could appraise the achievement of positive effects of the CHC project.

The consultant will be primarily responsible for assessing key communication strategies at national and project level. S/he shall assess the innovative concepts piloted by the project and their effect on health outcomes.

Deliverables

  • Qualitative Data from engagements with stakeholders
  • Analysis of the data
  • Report on the qualitative data collected
  • Presentation of report/findings at the Mission

Qualifications

  • A minimum of an advanced degree in Behavior Change, Behavioral Science, Social Sciences, Communications or Public Health. S/he should possess demonstrated expertise in designing, planning, and implementing BCC efforts and/or community level activities, including communication campaigns and trainings.
  • 7-10 years of experience, in assessing the lessons learned from SBCC activities, demand generation, marketing and generic promotion activities such as campaign development and will provide recommendations for strengthening these interventions, as well as provide suggestions for new directions.
  • Experience in working closely with government staff and capacity building
  • Participated in similar reviews
