POSITION SUMMARY:

Health Management Information Systems (HMIS) Advisor will be responsible for developing and implementing a strategic vision for informatics as part of ICAP’s proposed Strengthening the Quality, Capacity, and Utilization of Health-related Data for Programmatic Planning and Policy Decision-making to Support the Government and PEPFAR-funded Partners in the Republic of Zambia under PEPFAR project to CDC. The HMIS Advisor will oversee and develop the approach for the integration of electronic systems used in Zambia to collect, manage, analyze, report, visualize and disseminate health data, manage the activities of the informatics team and work with end-users to deliver technical solutions that meet their requirements. Note: this position is contingent upon receipt of award and donor approval.

MAJOR ACCOUNTABILITIES:

  • Oversees the development of innovative approaches to strengthening health information systems, including
    • design and implementation of context-specific needs assessments
    • development and execution of roadmaps for new and/or existing health information systems to support data collection, management, visualization, and use
    • strategic vision for data collection, dissemination and use-leading efforts to develop robust, user-friendly, high-quality interfaces for data visualization
    • provision of technical assistance to improve health information system policy, governance and infrastructure
    • development of strategies to increase informatics workforce capacity
    • establishment of data security and confidentiality standards
  • Assumes responsibility for implementing the identified system roadmap and release strategy
  • Manages the team of informatics staff and consultants in Zambia through all aspects of application development including project scoping, timeline and budget estimation, resource planning and monitoring, project execution, and system support
  • Oversees tracking, prioritizing, and addressing user-reported issues on application design, functionality, and use
  • Ensures that appropriate technical support documentation is developed and made available for all internally developed data systems and supports training activities
  • Manages the facilitation of user workshops and end user training for developed systems
  • Cultivates strategic relationships and alliances with the stakeholders

EDUCATION:

  • Master’s degree in Computer Science, Health Informatics, Data Analytics and Visualization, Public Health or related discipline with PhD preferred.

EXPERIENCE, SKILLS, AND QUALIFICATIONS:

  • 6+ years’ experience managing a wide variety of informatics and data projects, including demonstrated experience in directing technical staff, team members and vendors
  • Experience in sub-Saharan Africa required.
  • Demonstrated experience with application development and data collection and management
  • Demonstrated experience working with large, health-related datasets
  • Demonstrated experience presenting data in a variety of tabular and visual formats
  • Exhibit a high level of diplomacy while working with government partners at the national or regional levels in resource-constrained settings.
  • Strong familiarity and command of CDC regulations and compliance.
  • Excellent critical thinking, analysis, meeting facilitation, verbal and written communication, interpersonal interactions (e.g., partnering, conflict management, consulting, etc.), and organizational skills
  • Proven record of superb management, leadership, decision-making, and interpersonal skills.
  • Proven ability to manage large, complex projects across multi-country settings.
  • Experience with PEPFAR policy program planning and design. CDC programs preferred.
  • Demonstrated skills in supervising staff, team building and management.
  • Excellent English verbal and written communication skills.

NOTE: This is a local hire position (i.e., candidates must be eligible to work in Zambia) and the successful candidate will be an employee of ICAP or its partners in Zambia and subject to the local terms and conditions of employment which includes a competitive salary and benefits package.

ICAP at Columbia University's Mailman School of Public Health supports programs and research that address HIV/AIDS and related conditions and works to strengthen health systems. ICAP currently supports HIV/AIDS prevention, care and treatment programs in 13 African countries including: Côte d'Ivoire, Ethiopia, Kenya, Lesotho, Mozambique, Nigeria, Rwanda, South Africa, Swaziland, and Tanzania. ICAP supports several hundred project sites, which provide HIV prevention, care and treatment to hundreds of thousands of individuals.

Launched in 2004 as the International Center for AIDS Care and Treatment Programs, ICAP is led by its Director Wafaa El-Sadr. With a special emphasis on family-focused care, use of multidisciplinary teams, attention to the multitude of needs of individuals at risk for or living with HIV/AIDS, ICAP programs include HIV counseling and testing, prevention of mother-to-child HIV transmission, comprehensive HIV care, antiretroviral therapy, and management for related conditions, such as tuberculosis.

ICAP's goal is to build capacity for the implementation of diverse programs and to support the strengthening of other aspects of health systems, such as the renovation of health facilities, the training and mentoring of health care providers, and building the capacity of program managers and administrators. Such programs include Clinical Mentorship Systems Training and the ICAP Nurse Capacity Initiative. In addition, ICAP supports a Student Opportunities Program for undergraduate and graduate student from all disciplines.

ICAP partners with both public and private organizations, including ministries of health, the World Health Organization, and UNAIDS. Partnerships with non-governmental and community-based organizations, as well as faith-based groups, address care for at-risk populations, including children, and create income-generating projects for people living in affected communities.
