The Health Program Coordinator (HPC) is a member of the Country Management Team (CMT) and as such responsible for the development of the mission’s program strategies and for the quality of the health programmes all along the project cycle, from assessment, to implementation, monitoring and evaluation. S/he works closely with the field programme coordination team, Base coordinators and the Country Director in assessing, implementing and following-up on all health aspects of the programs as per logical frameworks and/or in accordance with the programme grant/award specifications

The HPC is member of the DFID Consortium Coordination team and in that capacity the team’s technical focal point.

Job Context:

Since 2008, MENTOR Initiative has been setting up networks of community health workers (CHWs) in the sub prefectures of Paoua, Bocaranga, Koui and Ngaoundaye (Ouham Pendé prefecture) as well as of Markounda, Batangafo, Nangha Boguila and Nana Bakassa (Ouham Prefecture). Recently, an additional component of female focal points (FFPs) is being introduced at community level to improve maternal health care. Furthermore, health structures are supported by MENTOR in several of these sub-prefectures. More than 200,000 children have been treated over the past year by the MENTOR Initiative teams through the provision of basic healthcare for malaria and other common diseases at community level.

A substantial part of the program is executed under DFID funding as part of a consortium of four INGOs (International Medical Corps (IMC), Cordaid, Oxfam, and the MENTOR Initiative) since April 2015. Since October 2016, the MENTOR Initiative is the lead agency of this consortium, which is being managed through a Consortium Coordination team (CCT). This team is led by a Consortium Coordinator and includes the MENTOR Finance Coordinator, the HPC and the Country Director. The CCT provides oversight of the two years DFID-funded health and nutrition consortium programme in the Central African Republic. In close cooperation with consortium partners, the CCT will ensure that the project is implemented according to the grant and in accordance with the rules and regulations of DFID. The CCT gives support and direction to the programme, as well as managing the relationship and information flows between the key stakeholders; the donor representative’s in-country, and the four Consortium partners. The programme focuses on four key areas: improving access and utilisation of quality primary and secondary healthcare, strengthening community in preventing and responding to common health problems, improving the nutrition status for children under five years of age through prevention, screening and treatment services, and enhancing the collaboration between the Consortium and the relevant partners (especially health authorities) at all levels. The programme implements a combination of activities ranging from direct support and capacity building, to community participation. The programme is implemented in four prefectures; Ouham Pendé, Ouham, Haute Kotto, and Basse Kotto.

Main responsibilities:

1. As Health Program Coordinator of the MENTOR Initiative (70%)

Medical programme strategy and coordination:

• S/he contributes to the development of the mission’s operational medical strategy in line with MENTOR’s mission statement and the national health policy in CAR.
• S/he carries out regular field visits to oversee that programme activities are implemented as planned.
• Advise and assist the Country Director on the development of a MENTOR programme portfolio and a long-term strategy for MENTOR programme implementation. This includes facilitation of workshops (as required) as well as contribution to final drafting of strategic and annual action plans
• Ensure that The MENTOR Initiative programme in CAR complies with the agreed logical frameworks and grant contract obligations by delivering medical technical advice and supporting activities to achieve the programme objectives.
• Participate actively in regular country management team meetings that focus on strategy, compliance and operational challenges.
• Assist the MENTOR Base Coordinators and Field Programme Coordinators in the management of the MENTOR employed medical supervisors and, indirectly, of the CHWs and the FFPs
• Supervise and give technical support to the field medical team, especially on the level of health centre support, supervision and data management & analysis.
• Advise the Country Director on the potential integration of new medical activities in the MENTOR programme portfolio and take responsibility for the introduction of any such medical activities primarily on the level of the community health workers.
• Supervise the implementation of all activities related to referral services (health centres, hospitals) including networking with partner NGOs that support secondary level health structures in the targeted areas.
• Responsible for the implementation of potential future expansion of the community health programme into other regions. This includes the ultimate responsibility for the identification, training and establishment of such a network in new selected regions and set-up of the supply system for the CHW’s and FFPs
• Responsible for the drafting and implementation of an expat health policy on mission level.

Supply

• Prepare, finalize and follow up on international medical orders in collaboration with logistic supply officer and procurement officer at Head quarters level in compliance with MENTOR standards and procedures.
• Overall responsible for an efficient pharmacy management to ensure quality and timely reporting on stock levels and consumption.

Human resources and Training

• Responsible for drafting job profiles for national and international health staff in the MENTOR mission in CAR.
• In close collaboration with the FPC / training referent: Prepares and/or updates training modules for MENTOR health supervisors and CHWs as required. Participates in the trainings as required to ensure adequate quality and efficiency.
• In close collaboration with the FPC / training referent: Train and assist Ministry of Health and public health staff at the prefecture and local level in case management of malaria and other common diseases at primary health facility level. Such training includes surveillance protocols and techniques, data collection and reporting.
• In close collaboration with the FPC / training referent: Train and assist local and international NGO staff in control of malaria and other Vector Borne Diseases as per requirements from the Country Director.

Prevention

• Supports the IEC coordinator with the implementation of the established action plan for health education and promotion. This includes the development / review of prevention tools (image books, leaflets, posters, radio broadcastng etc)
• As appropriate: Oversee and assist the Base / Medical Field coordinators with the mapping, preparation and implementation of LLIN distribution campaigns and Indoor Residual Training campaigns.

Monitoring and evaluation

• Ensure that data collection formats and data bases are updated to donor proposal requirements and adapted to the level of the health actors (CHWs and health facility staff)
• Support the Base / Field Programme coordinators with timely collection and analysis of all programme statistics. This includes effective monitoring and analysis of Health Facility and CHW-data to identify areas in need of targeted training and supply activities
• In close collaboration with the MENTOR Initiative teams in North West CAR, the data collection forms are to be tested and further reviewed / amended as required.
• Maintain and update a data base that allows for the MENTOR Initiative medical team to filter and extract data for M&E purposes
• Ensure that data required for the data base are coherent with the data requested on the data collection formats.
• When applicable, work on the restitution of data already entered during previous grants and present it in the appropriate format for reporting or for operational research.
• Advise on implementation of a comprehensive database in the different projects and make sure that all MENTOR bases are using the same forms (both electronic and paper versions)
• On the basis of the statistics analysed, makes reports and recommendations to the Country Director and the Base / Medical Field Coordinators.
• As per requirement from the Country Director and Programme Manager at HQ level, oversee the implementation of malaria prevalence, anaemia, other clinical monitoring surveys, disease mapping and baseline data collection surveys.
• In collaboration with the CD, design and implement M&E plans for programmes implementation, assure the implementation of these M&E plans, analyse M&E data and write ‘lessons learnt’ reports at the field level to optimize quality and impact.
• In close collaboration with FPC-Maternal Health Referent, design a MENTOR CAR accountability practices including tools and guidelines related to the accountability approach
• With the support FPC – Maternal Health Referent and the FPC – Training Referent, support training and dissemination of the accountability approach within the MENTOR medical supervisors, Community leaders, CHWs/FFP, health facility staff and team members from partner agencies as required

Reporting / Proposal writing

• Responsible for timely monthly medical reports on progress, challenges and epidemiological data.
• Advise and assist the Country Director in the creation of viable new proposals and budgets
• Assist the Country Director with technical aspects of writing of donor reports so that these are prepared and submitted in a timely manner, as per the grant agreements.
• Participate in the elaboration of regular internal situation reports (‘sitreps’) for subjects directly related to the responsibilities of the HPC.

Representation

• Represent The MENTOR Initiative at national /district/regional level medical / technical meetings with the government, NGO partners and donors when required
• Stimulate positive interaction and keep good relations with all partners

1. As Technical Focal Point in consortium coordination team and in close cooperation with the Consortium Coordinator (30%):

• Work closely with the Consortium Coordinator to ensure MENTOR’s activities are in line with the Consortium logical framework. Provide regular high-quality technical inputs in the design, implementation and monitoring of programme activities.
• Participate in Focal Point meetings and, as per requirements, in all other Consortium meetings.
• Work closely with DFID, MoH and Consortium partners to provide technical advice and support in health service delivery on the complete Consortium programme.
• Work with programme staff and MENTOR’s HQ based technical advisor to identify the technical support needs of the programme and ensure this support is provided
• Responsible for the deployment of the MENTOR reinforcement team to provide technical support to Consortium partners.
• Identify critical needs and possible partner support needed in the field, and facilitate visits from partner reinforcement team.
• Participate in technical Consortium workshops as required.
• Facilitate shared learning among consortium partners and other relevant stakeholders.
• Facilitate the project reflection to generate lessons learned around the result areas of this action
• Assist the Consortium Coordinator with ensuring that programme progress is effectively monitored through the regular data collection and analysis of key indicators and ensure that processes and results are properly documented.
• Participate in internal and external reporting as per requirements, including monthly and/or quarterly narrative reports in line with the required DFID and MENTOR formats.

Job Requirements:

Qualified senior nurse other similar related medical certification (doctor, pharmacist, public health specialist etc.)

Solid knowledge of community based programmes an advantage

At least 3 years field experience in a similar environment

Experience in managing teams in the field in insecure environments

Experience in M&E as well as data and pharmacy management in humanitarian contexts

Proven capacity to train others

Flexible and willing to learn

Practical, hands on approach

Fluent French (oral and written).

Good English (oral and written)

Familiarity with NGO working environments and standard procedures.

Excellent team worker and communications skills

Ability to work long hours

Honest, conscientious and reliable

Drivers licence B required.
