Project Overview and Role

In Malawi, Palladium manages the USAID-funded Health Policy Plus (HP+) Project. HP+ works with key stakeholders to advance health policy and financing for family planning and reproductive health (FP/RH), HIV, and maternal and newborn health at national and subnational levels. The project aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs, and by strengthening in-country partners’ capacity to navigate complex environments for effective policy design, implementation, and financing aligned to the existing priorities.
The HP+ Malawi is currently seeking an experienced consultant to collect qualitative data that will serve as a baseline for the program?s learning agenda. The ideal candidate will have demonstrated experience and comfort conducting qualitative interviews with a range of stakeholders at all levels (including high-level government officials). The consultant will be tasked with gathering baseline information with a predefined list of stakeholders and questions; however, if the quality and performance of the consultant is satisfactory (and dependent on funding) there is a potential to be engaged in follow-up data collection activities pertaining to other areas of the learning agenda as well.
- Conduct in-depth key informant interviews with national and district-level stakeholders identified by the HP+ project in English.
- Record (with prior consent) all interviews and provide digital files to the HP+ project team in a timely manner.
- Provide HP+ with any notes taken during the interviews, or documents provided by key informants as supplemental information.
- Be available for follow-up questions from the HP+ project team as required.
- Participate in preparatory calls and/or in-person meetings (depending on timing) with the Monitoring, Evaluation and Learning lead who is based in Washington, DC to prepare for the interviews.
- Assist with questions during the data transcription, as they arise.
- Write detailed summary findings.
- Potentially support data analysis.
- At minimum, a Bachelor?s degree in social sciences, public health, development studies (or a related field). Educational background in research and qualitative methods strongly desired.
- Demonstrated experience conducting qualitative interviews required.
- Availability to conduct and complete 10-20 interviews as early as February required, with potential to conduct further interviews in the future on an as-needed basis.
- Understanding of governmental structures and processes in Malawi; understanding of current FP, youth and HIV policies and programmes in Malawi desirable.
- Prior experience interviewing high-level government stakeholders strongly desired.
- Fluency in English required.
- Strong written and oral communication skills. A writing test may be administered during the interview process.
