Interactive Research and Development South Africa (IRD SA) is registered as a South African-based non-profit company (NPC). IRD SA works extensively in Southern Africa providing healthcare delivery and research. The IRD SA team leverages process and technology innovations to address gaps in global healthcare delivery, including health market innovations based on social business models; introduction of new diagnostics, drugs and vaccines; performance-based incentives for health workers.
IRD SA seeks to appoint a Human Resources Manager, based in Johannesburg.
The Human Resources Manager (HRM) is responsible for providing ethical, organisational, legal and personnel issues related to human resources within IRD SA.
Responsibilities:
In close coordination with IRD SA leadership and management, the HRM will
- Coordinate and ensure recruitment, selection and exit management is in line with South African Labour law and IRD SA policies and procedures
- Develop and oversee IRD SA HR systems, standards, policies and procedures ensuring compliance with all relevant regulatory authorities and consistency with IRD global standards
- Maintain organisational capacity to recruit and retain needed talent
- Assist staff with grievances and provide guidance to managers on personnel issues while maintaining confidentiality and promoting equity and fairness across the workforce
- Providing input and recommendations on development training of staff in HR policies and procedures to best meet the needs of IRD SA on an ongoing basis
Recruitment and Selection
- Work with managers to forecast HR needs, develop staff recruitment plans, and HR budget
- Advertise staff vacancies, coordinate candidate screening, selection and orientation
- Maintain up -to date, accurate and appropriate job descriptions and ensure employees are well informed about their job descriptions
- Develop and lead new hire orientation programme with programme and administrative staff members
Performance management
- Develop a comprehensive performance management system and tools (including probationary process, regular performance evaluation, discipline, professional development and termination)
- In consultation with senior management, conduct regular organisational, job and individual training and development needs analysis
- Serve as resource to in house orientation on HR management and related subjects
- Ensure that appropriate format for IRD SA performance appraisal system is in place
- Monitor the implementation of performance appraisal system
Grievance management
- Advice management on personnel management issues and staff disciplinary actions
- Assist staff with the resolution of grievances
- In communication with senior management, deal with grievances and appeals in disciplinary cases, and advise n legal implications
Termination
- On termination of service with IRD SA ensure that:
- All staff fill out an exit interview form
- All personnel policy requirements are fulfilled
- Health and Provident Funds benefits suppliers are notified timeously
- Is able effectively represent IRD SA at the CCMA
Systems and policy development
- Work closely with IRD SA management and other advisors as necessary to guide the development and implementation of comprehensive, legally compliant HR management systems
- In coordination with Country Director, develop and administer reward management and remuneration system which attracts, retains, and motivates staff which are: internally equitable, externally competitive; and cost effective to ensure that employees are fairly rewarded for their work
- Conduct, participate and support salary review and cost of living increases
- Produce and disseminate user-friendly employee resources
- Ensure consistent and uniform implementation of HR policies and procedures across the organisation
- Ensure all staff are kept informed of policies and procedures, and changes thereof
Administrative and related duties
- Ensure timely communication on budgetary issues with the Finance Department
- Develop and submit all relevant payroll information to finance timeously
- Generate purchase orders for all HR related procurement of confidential nature
- Participate in meetings of the management, operations and programme teams as required
- Prepare periodic reports on human resources activities and outcomes
- Ensure that personnel files (both hard copy and electronic) are maintained and updated regularly for all IRD SA staff
- Perform any other relevant duties as required by the Country Director
Requirements:
- Bachelor Degree in Human Resources management, Business management, or public administration
- Five years of HR related working experience
- Working knowledge of current South African Labour Law
- Evidence of implementing human resources policies
- Proficiency in relevant computer applications and databases
- Demonstrated disposition towards ethical and non- discriminatory behaviour that will act as a role model for others
- Strong organisational and time management skills
- Detail oriented and sensitive to confidential information
- Human relation skills and proven integrity
- Written and oral communication skills
- South African candidates will be preferable
- A valid driver’s license
