Human Resource’s Manager

Job Tasks

  • The Human Resources Manager will assist MdM Nigeria team in effective implementation of various component of approved Human Resource Management Policy. S/He should ensure that Nigeria mission is in compliance with MdM standards and procedures regarding Human Resources aspects.
  • The Human Resources Manager will perform her / his tasks and responsibilities under supervision of the Administrative Coordinator in Maiduguri.
  • S/he advises on operational human resources related issues, including reviewing and communication of policies, human resources reporting and coordinating in recruitment process, remuneration, appraisal and medical policy.
  • S/he supports coordinators in the implementation of coherent modes of organization and communication in terms of organization charts and job descriptions, and facilitate a shared understanding of roles within MdM.
  • S/he trains and mentors staff and in particular the HR team, and ensure there is a transfer of knowledge. The HR Officer manages the payroll accountant.

More specifically (s)he is in charge of :

HR Policies and Procedures:

  • Support the mission in its changes and define HR needs in line with operational requirements. A focus is expected on stimulating transversality in medical position and integration of peer as team members and encourages their promotion.
  • Maintains contact with MOH HR director.
  • Identify opportunities for improvement in the HR management, updated on labour related legislation and practices.
  • Explanation of HR policy to staff as needed.
  • Checks and sends out the monthly HR report.
  • Approves all fulltime + incentive staff leave requests.
  • Keep track of expat R&R and minibreak dates.

Management:

  • Trains HR Assistant
  • Supervise the update of National and expatriates staff files.
  • Supervise the Initiates commercial flight bookings with travel agencies
  • Supervises Cooks and cleaners

Payroll:

  • Receive expat salary for forwarding to HQ
  • Make overtime calculation preparations
  • Prepar payroll (Fulltime staff + Incentive Staff), payslips, and explain the salary payment for the staff.

Recruitment:

  • Improving the recruitment process allowing to anticipate vacancies and reduce the recruitment lead-time, and to reinforce recruitment communication.
  • Expand it to all mission Staff, (vacancy announcements, interview forms, classification of the files etc).
  • Ensure that all job descriptions and job profiles are up to date and available.
  • Receive the applications and longlist.
  • Take part in the interview, and summarize the results, using the Data Base existing.

Administrative:

  • Prepare invitation letter for expatriates coming into the country
  • Ensures expatriate visa extension
  • Prepares Staff IDs with Logistic Department
  • Supervise the commercial flight bookings with travel agencies

PROFIL REQUIRED

  •  You will be committed to MdM’s values as an organization and be motivated by its non-statutory, Not-For-Profit model.
  • Degree in Human Resources Management
  • Required extensive experience in the field of Human Resources preferable in INGO sector
  • Demonstrated experience in conducting trainings and capacity building interventions;
  • Strong interpersonal skills;
  • Team spirit, sense of collaboration, dialogue and negotiation
  • Impartiality; diplomacy ; adaptability
  • Knowledge of Borno environment is a strong asset;
  • Excellent oral and written English skills

Médecins du Monde (MdM; French pronunciation: [medsɛ̃ dy mɔ̃d]) or Doctors of the World, provides emergency and long-term medical care to the world's most vulnerable people. It also advocates to end health inequities.

It was founded in 1980 by a group of 15 French physicians, including Bernard Kouchner. It works in both the developed and developing world.

MdM was formed with a mission to provide timely emergency medical care, free of legal and administrative restrictions; to work with local populations to ensure long-term sustainability of healthcare systems; and to advocate on behalf of client populations.

After more than 35 years of work, MdM is a famously active advocate for its beneficiaries, and works to change the underlying inequalities that affect people's ability to access medical care.

MdM was formally established on 1 February 1980. Its goals were "to go where others will not, to testify to the intolerable, and to volunteer".

Its origins lay in a 1979 intervention to assist a drifting boat of Vietnamese refugees in the South China Sea. Kouchner, with volunteer doctors, journalists, and others organized a hospital boat, L'Île de lumière, to provide medical care and to report the refugees' suffering.

MdM was founded as Bernard Kouchner and 14 others doctors split from the group he previously founded, Medecins Sans Frontiers (MSF, or Doctors WIthout Borders). It has been reported Kouchner felt that MSF was giving up its founding principle of témoignage ("witnessing"), which refers to aid workers making the atrocities they observe known to the public.

Kouchner was president of MdM from 1980 to 1982. In 1989, the foundation of MdM Spain paved the way for the creation of the MdM international network. In 2015, the MdM global network consisted of fifteen associations; France (founded 1980), Spain (founded 1989), Greece (founded 1990), Italy and Switzerland (both founded 1993), Sweden (founded 1994), Cyprus (founded 1995 by Elena Theoharous[1]), Argentina (founded 1998), Belgium, Canada and Portugal (all founded 1999), as well as in Germany, the United Kingdom, Japan, the Netherlands, and the USA.
