Room to Read is a non-governmental, non-religious nonprofit organisation that works with many local NGOs and community based organisations to implement programmes of the organisation. Room to Read seeks to transform the lives of millions of children in developing countries by focusing on literacy and gender equality in education. Working in collaboration with local communities, partner organisations and governments, we develop literacy skills and a habit of reading among primary school children.

Room to Read seeks to appoint a Human Resources Manager, based in Pretoria.

The Human Resources Manager is a member of the Country Management Team and s/he is required to manage a human resources department, overseeing administration of hiring, retention, staff development, termination, personnel records, legal compliance, compensation, benefits, and long-term staffing strategies. Responsibilities include development and administration of personnel rules and regulations, pay and job classification structure, and programmes for employee training, safety, health, and morale.

Responsibilities:

Development of HR Strategies, Policies, Systems and Plans

  • Design, operate, coordinate and monitor operational systems for managing necessary human resource functions to implement the approved policies
  • Review and develop a personnel policy and revise as necessary based on the standard Global Office (GO) HR policies
  • Identify labour related legal requirement and government reporting regulation affecting human resource functions. Prepare information requested or required for compliance, and approve all information submitted. Act as a primary contact with the concerned department of the Government with respect to the human resource issues
  • Update the position descriptions in the organisation according to the need in consultation with the respective line managers and GO
  • Maintain the South African Country Office employee records in the Workday Human Resource Management System
  • Develop HR Budgets and monitor spending

Planning and staffing for human resource needs

  • Support the Country Management Team (CMT) in developing workforce plans
  • Maintain Workday and develop reporting and other actionable information to inform management decisions and track performance metrics
  • Establish standard recruiting and placement practices and procedures as suggested and directed by the GO
  • Ensure an appropriate level of human resourcing to meet the existing and anticipated business needs of Room to Read South Africa Country Office
  • Provide necessary education and materials to line managers and employees – workshops, manuals, employee hand books and standardised reports

Management and development of staff performance and Capacity Assessments

  • Review, develop and implement effective employee performance management system and train the line managers / supervisors and provide advice and support for performance management issues and assist them in implementing performance reviews
  • Implement a training and development process to ensure that appropriate development needs are met on a timely and cost effective basis
  • Organise and coordinate both in house and off-site staff training and development programmes to meet the identified development needs
  • Direct a process of organisational development that primarily addresses succession planning throughout the organisation
  • Coordinate activities throughout the organisation across the department lines
  • Advance Room to Read human resources initiatives

Develop, Effective Employee Relations Programme

  • Review wage and salary structure, pay policies, employee benefit programmes; Security, safety and health programme
  • Develop compensation and benefit policy and practices to ensure that staffs are rewarded in line with both general market practice and individual performance level
  • Determine and recommend employee relations practices necessary to establish positive employee to employee relationships and employee to employer relationship
  • To ensure that the organisations and the employee’s interests are protected and the policies/ practices of the organisation are legally compliant
  • Recommend for disciplinary actions and termination as per the personal policy guidelines
  • Review employee appeals through compliant procedure

Meetings/Networking

  • Participate and conduct meetings with relevant Human Resource Management organisations
  • Represent Room to Read at relevant meetings and occasionally assist in hosting key donor visits
  • Provide regular updates on HR activities and plans at regular meetings with management staff

Requirements:

  • Five to seven years related experience Human Resources experience in a managerial position, preferably in development sector
  • Bachelor’s degree in human resource management or related field
  • General knowledge of the principles and practices of personnel administration
  • Generalist HR background preferably developed through various specialist assignments.  The most important of which would be; organisation development, employee engagement, HR administration, compensation, recruiting and compliance
  • Demonstrated a strategic approach to HR with the ability and willingness to also execute the tactical elements of the job
  • Communication skills in English (oral and written) and capability to relate and interact with multicultural teams and represent the organisation in professional forums.
  • Master’s degree in Human Resource management or related Personnel/Human Resources field
  • Strong nonprofit background either professionally or via personal non-profit volunteering efforts
  • Strong planning, supervisory, and management skills
