Organizational Setting and Reporting

This position is located in the Regional Service Centre, Entebbe (RSCE); a service center which is responsible for service delivery to client missions in accordance with the existing operating model and service level agreements to its Client Missions in East, West and Central Africa. The Human Resources Officer reports to the Service Line Manager.

Responsibilities

Within delegated authority, the Human Resources Officer will be responsible for the following duties

MONITORING, REPORTING AND INTERNAL COMMUNICATION

  • Contribute to the monitoring and evaluation of the implementation of delegated authorities, through, inter-alia, the Human Resources Management Scorecard (HRM-S), Service Level Agreements, HRM-S indicators, and the Senior Managers’ Compact.
  • Develop and implement practices and procedures based on HR policies to meet the evolving needs of the Service Line.
  • Responsible for monitoring the implementation of human resources policies, practices and procedures in the Service Line.
  • Participates in the preparation of special reports, standard operating procedures (SOPs), and information circulars and participate and/or lead special human resources projects.

ADMINISTRATION OF ENTITLEMENTS

  • Responsible for providing advice on the application of policies, regulations and rules. Review and provide advice on exceptions to policies, regulation and rules.
  • Determine and recommend benefits and entitlements for staff on the basis of contractual status.
  • Review policies and procedures and recommends changes as required.
  • Review and recommend the level of remuneration for consultants.
  • Supervise and monitor the work of the Human Resources Assistants in carrying out all human resources administrative transactions including preparation of personnel actions and extensions of contracts.
  • Monitor and follow up on separations with colleagues in New York, with Payroll and with the UNJSPF in relation to payments of final benefits.
  • Provide data on staff separations on a regular basis.

RECRUITMENT AND PLACEMENT

  • Responsible for identifying upcoming vacancies in coordination with client offices; preparing job openings; review applications for eligibility; arranging and conducting interviews; reviewing recommendations on the selection of a candidates by client offices; serving as ex-officio in interview panels; and preparing/presenting cases to review boards.
  • Prepare job offers for successful candidates; monitor and evaluate recruitment and placement-related activities of client offices; and recommend changes or corrections related to procedures to these offices.
  • Plan, organize, develop and coordinate assessments related to recruitment of professional, general service and other categories of staff, if needed.
  • Perform other duties as required.

Education

  • High school diploma or equivalent.
  • Technical or vocational certificate in human resources management, business or public administration, education or related area is required.

Work Experience

  • A minimum of ten (10) years of progressively responsible experience in human resources management, administrative services or a related area.
  • Experience in the application of Human Resource Management Systems (for example: Inspira, Umoja, or related) is required.
  • Experience working in the United Nations or an International Organization in a post-conflict environment outside home country is required.
  • Supervisory experience is desirable.
  • Experience working in a shared service center or operation is desirable.
  • The minimum years of relevant experience is reduced to five (5) years for candidates who possess a first level university degree.

Languages

  • English and French are the working languages of the United Nations Secretariat.
  • For this position, fluency in oral and written English is required.
