CARE International in Kenya is looking for qualified Kenyan National to fill the following position in our Refugee Assistance Program in the Dadaab Refugee Camp.

I: JOB SUMMARY:

Reporting to the Senior ICT Officer, the ICT Officer will provide technical support in Information Technology to staff in Dadaab field offices, by installing software and hardware, maintenance, and update of new technology and Software for data processing and communication. The officer will also be required to troubleshoot communication-masts faults and provide solutions.

II: RESPONSIBILITIES AND TASKS

R1: Ensure Network availability and provide computer and network maintenance services

1.1 Work with the Senior ICT Officer to design, develop and maintain computer networks.

1.2 Ensure computer security, antivirus and apply patches on operating systems and office applications.

1.3 Trouble shooting and providing preventive maintenance services on the ICT equipment and network for Dadaab DMO and Camps.

1.4 Work with Senior ICT Officer to evaluate the ICT network systems on a continuous basis.

1.5 Provide technical advisory services in relation to new networking or appropriate technology for office use through guidance of his/her supervisor.

1.6 Maintain inventory of ICT equipment and network devices for DMO, Ifo, Dagahaley and Hagardera camps and any other new premises.

1.7 Liaise with procurement on ICT equipment repair; raise PRs for approvals by the supervisor.

1.8 Identify ICT equipment that need replacements and report to the supervisor.

R2: Ensure customer support to all users

2.1 Provide technical support for staff in the use of computers, printers, software and other communication equipment.

2.2 Providing support in the use of ICT equipment for presentations.

2.3 Troubleshoot software and hardware at Dadaab DMO and Camps.

2.4 Advice users on IT best practice on issues of ICT equipment, internet and email usage.

2.5 Liaise with the supervisor in developing new approaches to helpdesk support to improve delivery of such services.

2.6 Responsible for Scala user creations, access controls.

R3: Work with the Senior ICT Officer on database management & administration

3.1 Maintain high availability of the Microsoft SQL server databases, Procurement Tracking Tool Database and the Scala Financial Information systems.

3.2 Ensure client access to the organizations databases.

R4: Assist Senior ICT Officer to develop suitable training areas for users and provide the same in small clusters of 3-4 users due to the nature of work at RAP

4.1 Training staff on need basis on the various relevant ICT applications.

4.2 Work with the supervisor to identify and prepare annual training calendar.

4.3 Prepare training manuals and guidelines and technology tips to users.

4.4 Work with the supervisor to find best ways to disseminate training materials to users.

R5: Assist the Senior ICT Officer in Administration of internet and email

5.1 Back stopping V-Sat technical problems in liaison with the internet service providers and monitor bandwidth utilization using bandwidth monitoring devices in place. Perform Security Management of firewalls and routers.

5.2 Create and delete users on the Mail server, give rights to Staff to access shared resources on Local Area Network, perform a daily data backup for Staff Mail Database and shared folders.

5.3 Troubleshooting of the inter-camps Wide area network communications masts infrastructure.

R6: Work with the Senior ICT Officer in maintaining data storage and security for the organization

6.1 Ensure all critical systems data is backed up daily as per policy. This includes but not limited to, mail system, PRT system, financial, program and support data backups are done daily.

6.2 Run systems off-line information back-ups and manage the off-site storage.

6.3 Work with supervisor to ensure integrity of all program data.

Supervision: None

Decision Making: Make normal decisions within prescribed standards.

IV: CONTACTS/KEY RELATIONSHIPS

External: Internet and technical service providers.

Internal: All staff in general while doing support.

V: WORKING CONDITIONS:

The position is based at Dadaab Main Office (DMO) with frequent movements to Hagadera, Ifo and Dagahaley camps as well as any other extension camps and program sites. This is a none-family working station. Hot weather is prevalent throughout the year with limited basic amenities. Road movement to and from work station to Garissa as well as inter-camp movement must be under police escort (Scheduled convoys). The incumbent must strictly adherence to security instructions all the time. It is a six days work station with a compensatory time off according to CTO policy. The incumbent may to travel to Nairobi office occasionally to perform official responsibilities as will be required

The incumbent shall reside in the CARE compound while executing official duties and shall obey and adhere to residential compound regulations.

VI: QUALIFICATIONS:

Education: Bachelor’s Degree in Information Technology or related.

Experience: 3 years relevant working experience in an IT positions in a busy environment

Certificate: A+ certification

Competencies:

o Able to work under harsh, risk and extreme conditions

o good judgment and quick problem solver

o Good planning and organizing abilities Able to make sound decisions and under pressure
