Roles and Responsibilities:

Job Purpose: The Infrastructure Manager is responsible for coordinating all works and activities pertaining to Infrastructure Assessment, provision of administrative support for the bid solicitation process for contracts, including coordination with facility, District Engineers, MOH, engineering consultants, and RHITES E program team to develop bills of quantity/design schemes and document the solicitation and competitive bidding process.

Specific Responsibilities:

Infrastructure Assessment

In liaison with a renovations consultant;

  • Conduct a physical infrastructure assessment of the suggested facilities with a view of refurbishing them to provide the required services, focusing on laboratory, counseling rooms and OPD, HIV clinics and ANC/maternity units.
  • Conduct an inventory of the available equipment and furniture in the Maternity, labs and ART clinics and OPD and quantify the gaps in accordance with MoH standards.
  • Prepare reasonable work plan and budget for implementing the whole activity.
  • Draw a field plan in consultation with respective districts’ DHOs and D/Es, and RHITES-E management.
  • Undertake quantitative analysis of the assessment findings and prepare a technical report for presentation to RHITES-E.
  • Use the assessment report to develop scope of works needed per facility, draw plans, develop costed BOQs.

Contract Management:

  • Develop/review drawings, plans & measurements for works to be contracted
  • Review quotations and bids by potential Contractors to ensure that they are economical & that they meet the required standards.
  • Supervise/oversee works carried out by Contractors to ensure that they meet the desired quality and are carried out within the time limits.
  • Support administration of facility renovation contracts, both construction and monitoring, including; preparation of required documentation for finalization of purchase orders and subcontracts and any required modifications, maintenance of files for contractor agreements, and coordination with the Grants and Contracts Manager, Director HSS, HQ contracts and program support team.
  • Maintain a facility renovations tracker, updating contract, payment, technical, and construction management information, in collaboration with the finance and program management teams.
  • Prepare payment documentation for the finance team in accordance with the purchase order and subcontract agreements – including certification of monitoring by the construction management firm, pertinent reports, and purchase order documentation.
  • Maintain both electronic and hard copy files of contract, renovation activities and payment documentation

Site Monitoring:

  • Organize site monitoring visits for renovations consultant and District Engineers, scheduling logistics and coordinating with the program management team to determine when RHITES E presence is required.
  • Formally communicate feedback from the renovations consultant and District Engineers to the contractors and the program management team, identifying and tracking issues requiring follow-up and/or modification.
  • Prepare payment documentation for the finance team, in accordance with the purchase order and subcontract agreements – including certification by the renovations consultant and District Engineers, pertinent reports, and purchase order documentation
  • Consult/work with Architects, Engineers & Contractors to meet RHITES-E renovation requirements
  • Take up any other duties as may be assigned

Minimum Qualifications:

Required Experience & Qualifications 

  • Bachelor’s degree in Civil Engineering, Construction Management or related discipline.
  • A minimum of 5 years’ experience in the administration of office and document processing for a construction contract.
  • Advanced knowledge of all Microsoft Suites specifically Word, Excel, Access and Outlook.
  • Working knowledge of PMWEB, Primavera (P6), and Welcom Cobra.
