  1. Background and Purpose

NICEF Rwanda has experienced a growing demand for communication that includes internal planning and monitoring requirements, especially linked to the upcoming UNICEF Country Programme Document, materials for external use to inform donors and visitors, advocate for children’s issues, and raise resources.

To respond to this increased demand, the office has identified an imminent need for dedicated support for the compilation and quality control of both internal and external communications for the Representative, Deputy Representative, and Communication, Advocacy and Partnership (CAP) section. A good writer and editor is sought, who has strong experience in developing communication materials that can clearly convey the programme work of UNICEF Rwanda and facilitate a broad range of partnerships. In addition, the consultant will ensure coordination and consistency of donor-related messaging and documentation of UNICEF’s programmes, among other assignments.

UNICEF Rwanda has still an increasing number of related publications and documents for which the consultancy is required for quality control. Many of the major tasks and responsibilities also include the following: a) Support the Representative’s Office and CAP as directed in producing, reviewing and editing concept notes and donor reports, b) review and support the development of major documents and publications, c) create, review and edit, in close collaboration with programme sections, communication products that describe priority areas, project proposals, PowerPoint presentations, planning documents, briefing notes, and correspondence, d) prepare programme-related overview briefs, including preparation of written, tabular and visual materials, and e) support development of human interest stories and other external communication products as needed.

  1. Objectives

The objectives of the consultancy are as follows:

Increase UNICEF Rwanda’s digital presence through management of all social media channels and official UNICEF Rwanda website.

Support the Office of the Representative and Office of the Deputy Representative in the preparation of the new UNICEF Country Programme document.

Develop a variety of documentation for UNICEF Rwanda’s programmes and processes for donor relation and visibility purposes.

Develop and revise communication and advocacy materials, including human interest stories, articles, news notes, photo essays, etc. for UNICEF Rwanda.

With editorial oversight, improve the quality of all official documents and materials in line with UNICEF’s guidelines and policies.

Support UNICEF Rwanda’s role in the United Nations Communication Group (UNCG) to implement the One UN Delivering as One strategy.

  1. Major Tasks, Deliverables and Timeframe

Under the supervision of the Chief of the CAP section, coordinate the implementation of the UNCG strategy and work plan activities.

Support the Office of the Deputy Representative as directed in the review and development of major documents and publications, coordinating materials and preparations for the new UNICEF Country Programme Document.

Support the implementation of new and emerging partnership projects.

Support the implementation and management of the CAP photo and video database for advocacy and visibility efforts, as well as social media.

Support the Representative’s Office and CAP section in donor relation and advocacy efforts in producing, reviewing and editing concept notes and donor reports.

Coordinate the content and management of all official UNICEF Rwanda social media channels, including the official UNICEF Rwanda website.

Support child protection, early childhood education, and health promotion visibility activities in Mahama Refugee Camp.

Create, review and edit, in close collaboration with programme sections, communication products that describe priority areas, project proposals, PowerPoint presentations, planning documents, briefing notes, and correspondence.

Support media relations and media outreach activities for both UNICEF and the UNCG as part of the One UN Communicating as One strategy.

Prepare programme-related overview briefs, including preparation of written, tabular and visual materials.

Support development of human interest stories and other external communication products as needed.

  1. Qualifications and Requirements

University degree in Communication or Social Sciences. Familiarity with development issues and the situation in Rwanda. At least two years of proven experience in producing content for communication materials, proposals and report writing in the development context is required. Communication experience working with UNICEF, other UN agencies and in Rwanda is desired.

Excellent command of written and spoken English is required. Kinyarwanda is a valuable asset.

  1. Supervision

Day to day work will be under the guidance of the Chief of Communications, Advocacy and Partnership, in close coordination with the Representative’s and Deputy Representative’s office.

  1. Payment schedule

Monthly payment will be made upon submission of monthly reports/deliverables. **

  1. General conditions: procedures and logistics:

The consultant will be provided office laptop and access to LAN for photo and video database will be provided as and when required. Desk and workplace will be provided by UNICEF. In case of travel, UNICEF will be responsible for all travel arrangement, all applicable DSA and vehicles upon prior agreement of the field schedule.

For approved in-country field trips, the consultant’s field travel will be authorized by supervisor and reimbursed based on incurred out of pocket expenses associated with the travel and not exceeding DSA prevailing UN rate. The claim will be based on submitted voucher (with receipts as supporting documents) approved by supervisor. As a non-staff, the contractor will not be issued a Travel Authorization.

  1. Policy both parties should be aware of:
  2. Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays.
  3. Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement.
  4. No contract may commence unless the contract is signed by both UNICEF and the consultant.
  5. No consultant may travel without a signed travel authorisation prior to the commencement of the journey to the duty station.
  6. Consultants will not have supervisory responsibilities or authority on UNICEF budget.
  7. Consultants will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment.
  8. No consultant may travel without a signed travel authorisation prior to the commencement of the journey to the duty station.
