International Legal Framework Development Consultant

DESCRIPTION:
SNV is seeking an international consultant to support the USAID-funded Agricultural Growth Program-Livestock Market Development (AGP-LMD), a five-year, $41 million project aiming to 1) foster growth and competitiveness of meat, live animal, and dairy sectors; 2) ensure an enabling environment to support the growth and competitiveness of these livestock value chains, and 3) address the needs of the chronically vulnerable through nutrition-based interventions and linkages with other USAID-funded programs in Ethiopia. AGP-LMD’s overall objective is to improve smallholder incomes and nutritional status through investments in selected livestock value chains. These investments must in turn generate increased productivity and competitiveness of these value chains to the benefit of smallholders, both men and women.
The successful applicant will develop a legal framework to regulate the quality and safety of primary livestock products and livestock feed, thereby protecting consumers from microbial, physical, and chemical hazards in the Oromia region of Ethiopia. This assignment is expected to result in improved capacity of the Oromia Livestock Development Bureau, who will assign a local expert as a counterpart to the international consultant.
The expected start date for this assignment is March 1, 2017, and the assignment is expected to take 30 days, during which the consultant will survey the region and its key actors, compile findings, draft the legal framework, and present it at a stakeholder workshop for feedback.
Required qualifications:
Minimum of five (5) years’ experience in livestock market chains, livestock product regulation, legal framework development, and survey methodology.
Minimum of seven (7) years’ experience working in Africa, preferably Ethiopia.
Minimum of five (5) years’ experience in an international donor-funded project, preferably with USAID.
Master’s degree or higher in Market Regulation, International Studies, or a related field.
Fluency in English
