Position summary:

Working closely with ICAP in the Uganda Leadership Team, including the Country Director, the Key Populations Advisor will support ICAP’s proposed CDC project, Enhanced Integrated Surveillance, Prevention, and Treatment for Key and Priority Populations in the Republic of Uganda under PEPFAR. Key responsibilities include liaising and providing technical assistance to local associations of key populations (KP), supporting the mapping of current HIV-services and their gaps, identifying barriers to access services by KP, developing strategies to overcome them and supporting trainings to improve HIV-related services for KP

Major accountabilities:

  • Support the Government of Uganda in strategic planning to meet HIV-related needs for KPs, including mapping HIV service delivery sites.
  • Coordinate technical support to local associations of KP in Uganda.
  • Support the development of training of healthcare workers to improve provision of KP services.
  • Develop strategies to improve HIV services access and utilization among KP.
  • Support the IBBSS among KP program and ensure quality service at 100% of the delivery points.
  • Develop and/or update appropriate SOPs and training manuals for the IBBSS.
  • Liaise with sub-grant organizations to coordinate supportive supervision and joint activities as outlined in the SOW.
  • Conduct supervision and monitoring visits to program areas.
  • Review data reports to share with MOH and donors.
  • Review and monitor work plans, indicators and progress against targets.
  • Collaborate with national authorities and participate in national Working Group and forum.
  • Facilitate quarterly stakeholders meetings and any other KP related regional meeting.
  • Coordinate with regional and central M&E team efforts to ensure data quality.
  • Perform any other related assignment as may be assigned by supervisor and the ICAP management.

Education:

  • Doctorate in public health, MD, or MPH with field research experience

Experience, skills, and qualifications:

  • 5 years public health experience implementing donor funded projects.
  • Experience working with KP in Africa.
  • Knowledge and experience in the field of HIV epidemiology.
  • Excellent oral/written communication, interpersonal, organizational, and computer skills.
  • Experience living and working in Africa preferred.
  • Experience in the logistics and implementation of large-scale HIV program activities.
  • Ability to provide high quality technical assistance to regional offices.
  • Excellent interpersonal and team building skills.
  • Ability to work independently with strong problem skills.

ICAP at Columbia University's Mailman School of Public Health supports programs and research that address HIV/AIDS and related conditions and works to strengthen health systems. ICAP currently supports HIV/AIDS prevention, care and treatment programs in 13 African countries including: Côte d'Ivoire, Ethiopia, Kenya, Lesotho, Mozambique, Nigeria, Rwanda, South Africa, Swaziland, and Tanzania. ICAP supports several hundred project sites, which provide HIV prevention, care and treatment to hundreds of thousands of individuals.

Launched in 2004 as the International Center for AIDS Care and Treatment Programs, ICAP is led by its Director Wafaa El-Sadr. With a special emphasis on family-focused care, use of multidisciplinary teams, attention to the multitude of needs of individuals at risk for or living with HIV/AIDS, ICAP programs include HIV counseling and testing, prevention of mother-to-child HIV transmission, comprehensive HIV care, antiretroviral therapy, and management for related conditions, such as tuberculosis.

ICAP's goal is to build capacity for the implementation of diverse programs and to support the strengthening of other aspects of health systems, such as the renovation of health facilities, the training and mentoring of health care providers, and building the capacity of program managers and administrators. Such programs include Clinical Mentorship Systems Training and the ICAP Nurse Capacity Initiative. In addition, ICAP supports a Student Opportunities Program for undergraduate and graduate student from all disciplines.

ICAP partners with both public and private organizations, including ministries of health, the World Health Organization, and UNAIDS. Partnerships with non-governmental and community-based organizations, as well as faith-based groups, address care for at-risk populations, including children, and create income-generating projects for people living in affected communities.
