The Department of Nuclear Sciences and Applications implements the IAEA’s Major Programme 2, ‘Nuclear Techniques for Development and Environmental Protection’. This Major Programme comprises individual programmes on food and agriculture, human health, water resources, environment and radiation technologies. These programmes are supported by laboratories in Seibersdorf, Monaco and Vienna. The Major Programme’s objective is to enhance the capacity of Member States to meet basic human needs and to assess and manage the marine and terrestrial environments through the use of nuclear and isotopic techniques in sustainable development programmes.

The IAEA Environment Laboratories consists of four laboratories, three of which are located in Monaco and one in Seibersdorf. The Division implements the IAEA Environment Programme and operates in a complex matrix environment with inputs from many parts of the organization, such as the Department of Technical Cooperation for the implementation of projects, and also collaborates with other Departments.

Main Purpose

Reporting to the Director, serve as a team leader and plan and organize services and manage work assignments of the Engineering and Electronics Support Services group including responsibility for the operation/maintenance of all engineering, security and safety aspects of the laboratory and the design, maintenance and operation of scientific equipment/computers.

Functions / Key Results Expected

  • Act as a Team Leader of the Engineering and Electronics Support Services group services, including consultations with NAEL staff and service suppliers, clarify service requirements, develop budget proposals for the Mongasque authorities, manage related procurement and service contracts, and organize and manage staff and resources. Ensure operation and maintenance of all services and security systems of the NAEL environment, which is composed of a set of 35 laboratories plus office spaces.
  • Ensure continuous inspections of the laboratory buildings, related infrastructure as well as safety and security relevant infrastructure (fire detection and protection equipment; radiation protection equipment, radioactive waste management system, alarm system, electricity, air-conditioning, seawater network, gas network, security system and contracted security guards) to verify compliance with relevant safety and security imperatives.
  • Provide operational and technical information, discuss, negotiate and clarify needs of the laboratories during the meetings with Mongasque authorities concerning the safety and security of the premises. Act as Security Focal Point of the IAEA (SFP) for the Contractors provided Security Guard Force, and ensuring implementation of United Nations requirements in updating security procedures.
  • Be responsible for and coordinate the technical design, development, operation and maintenance of sophisticated nuclear measurement systems (e.g. spectrometers) and equipment; the design and manufacture of non-commercially available electro-mechanical devices; and the adaptation of existing equipment to specific needs. Identify and diagnose issues and initiate and organise repairs as required. Initiate procurement of related tools, equipment and supplies. Keep abreast of developments in the areas of instrumentation. Organize and manage the smooth and reliable operation internal computer systems used for scientific and administrative purposes and propose alternative/efficient systems as appropriate.

The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA’s Radiation Safety Regulations.

  • Excellent oral and written command of English and French. Knowledge of other official IAEA languages (Arabic, Chinese, Russian and Spanish) is an asset.
  • English language test (Level 2) to IAEA standard.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at EUR 45559 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks’ annual vacation, pension plan and health insurance

Appointment is subject to a satisfactory medical report. Recruitment will be on a LOCAL BASIS only.
