Project Summary: **
MSI is the lead implementer of USAID’s E3 Analytics and Evaluation Project, which supports the design and implementation of rigorous evaluations for USAID’s Bureau for Economic Growth, Education, and Environment. Under this Project, MSI is conducting a final performance evaluation of the Partnership for Growth in Ghana. The Partnership for Growth (PfG) seeks to leverage United States government (USG) resources in support of a shared development program delivering accelerated, sustained, and broad-based economic growth in partner countries. In March 2013, the USG and the government of Ghana signed a Joint Statement of Principles that targeted two primary constraints to economic growth in Ghana: unreliable and inadequate access to electrical power, and a lack of access to credit. PfG employs a ‘whole-of-government’ approach that includes USAID, the U.S. Department of State (State), the US Department of Energy (DoE), and the Millennium Challenge Corporation (MCC), as well as institutions from the host country government and private sectors to mitigate the effects of those currently binding constraints. The evaluation will help to ensure that valuable experiences and insights from PfG implementation can be utilized in future development efforts, and that the accomplishments and lessons from PfG can be communicated to a wider audience.

Position Summary:
MSI is currently seeking up to two Senior Evaluators to work with the MSI team to implement the PfG evaluation, including data collection activities in Ghana, data analysis support, and preparing the evaluation report. This is not a full-time position.

Responsibilities:
The Senior Evaluator will work with the MSI evaluation team to collect data in Ghana and support other evaluation activities as required. The Senior Evaluation’s responsibilities are expected to include:

  1. Familiarization with relevant background materials supplied by the MSI team.
  2. Participation in team planning meetings as required.
  3. Review and provide inputs for the evaluation design, including data collection instruments, data analysis plan, sampling plan, program context, and other sections as required.
  4. Contact key individuals to request documents and schedule interviews.
  5. Conduct key informant interviews based on the approved evaluation protocols and guides and take detailed notes.
  6. Supervise other evaluation team members, as required, and ensure that evaluation activities meet the requirements and quality standards of MSI and USAID.
  7. Regular communication with the MSI team about any issues encountered.
  8. Conduct analysis of collected data to highlight common themes and relevant insights from the PfG processes and outcomes.
  9. Participate in or lead presentation to MSI and possibly USAID about preliminary evaluation findings, conclusions, and recommendations.
  10. Prepare and revise the evaluation report, with support from other members of the evaluation team, as appropriate.
  11. Participate in or lead presentation to USAID and other stakeholders on the evaluation findings, conclusions, and recommendations.

Qualifications:

  • Master’s Degree in a relevant field; PhD preferred.
  • Must have at least ten years’ experience working in international development, preferably in sectors relevant to this evaluation ( access to electrical power and access to credit) .
  • At least five years of experience with the design and implementation of evaluations for USAID or other donor agencies or multilateral organizations. Demonstrated experience in the application of qualitative data collection and analysis methods.
  • Demonstrated experience managing teams conducting qualitative field work, strongly preferred.
  • Experience working in Ghana, strongly preferred.
  • Sound knowledge of USAID program cycle including familiarity with USAID Evaluation Policy.
  • Fluency in English, including speaking, writing, and reading.
  • Outstanding analytical and report writing skills.
  • Demonstrated ability to work as part of a team.
