Local Monitoring and Evaluation & Learning (MEL) Specialists, USAID/West Africa Peace through Evaluation, Learning and Adapting (PELA), Ghana
Proposal Objective: USAID/West Africa anticipates a five-year project to strengthen their effectiveness in implementing its projects, coordinating its activities, learning from its experiences and serving as an information, communication, and thought-leader regarding peace promotion and Countering Violent Extremism (CVE) in the West Africa region. Anticipated activities of the project include:
• Evaluations (performance and impact)
• Analyses
• Knowledge management
• Organizing coordination and learning events
• Dissemination of findings and best practices
• Monitoring
• Capacity building

Position Description: SI is seeking Local MEL Specialists coordinate and manage the project’s M&E, research and learning activities. The Specialists will ensure that the activities are measuring the effectiveness and sustainability of the CVE and peace promotion activities. Depending on the scope of work requested, the positions can either be full-time or short-term consultancies, will be based in Ghana for the duration of the project.
Responsibilities:
• Provide MEL technical assistance and support to the USAID/West Africa Mission by supporting the design and management of evaluations and analyses to inform evidence-based decision-making and interagency understanding of regional peace and governance efforts.
• Ensure that IP MEL strategies align with good practice with respect to monitoring peace programs and CVE interventions.
• Support the dissemination of research and evaluation findings through learning platforms, events, communities of practice, etc.
• Conduct field visits throughout the region to consult with CVE project stakeholders and implementers, network with country experts, field test evaluation instruments, participate in enumerator training, and conduct quality control as necessary.
• Review qualitative and quantitative data collection instruments.
• Supervise and/or lead data quality assessments.
• Supervise and/or lead the analysis of performance data.
• Supervise and/or lead performance evaluations and other research activities, including the supervision of subcontractors and short-term technical assistance.
• Assist with data aggregation and analysis as required.
Qualifications:
• Advanced degree in related subject.
• Demonstrated experience leading and managing M&E, learning and related activities for USAID-funded programs, ideally for CVE or peace promotion activities in West Africa.
• Experience designing and overseeing M&E and Learning systems on regional programs.
• Technical skills in quantitative and qualitative data analysis, as well as experience in spatial analysis and GIS information systems.
• Research expertise and publications in peer-reviewed journals preferred.
• Fluency in spoken and written English, and professional proficiency in French. Excellent presentation and oral skills, including training and communication.
• Willingness and ability to travel throughout West Africa as required.
