ORGANIZATIONAL CONTEXT

This position is located in WFP Ethiopia Country Office based in Addis Ababa, under the direct supervision of  the Commodity and Allocation Tracking System (CATS) Project Manager, under the overall supervision of the Project Manager of the Food Management Improvement Project (FMIP).

JOB PURPOSE

To ensure CATS data accuracy and facilitate decision making process in the National Disaster Risk Management Commission (NDRMC) day-to-day logistics operations management.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the general supervision of the FMIP Project Manager and the direct supervision of the Commodity and Allocation Tracking System (CATS) Project Manager, the CATS Data Analyst will be working closely with staff seconded to the Government of Ethiopia’s National Disaster Risk Management Commission (NDRMC) to carry out data cleaning and analysis exercises.

Within delegated authority the incumbent will be responsible for the following duties:

  1. Conduct analysis and cleaning of data captured in the CATS database;
  2. Monitor and review regular sources of information and data required for preparation of reports on commodity movements, stock levels, and more;
  3. Contribute to the development of analytical tools for monitoring CATS data entry clerks performance;
  4. prepare and implement procedures/guidelines for capturing and maintaining accurate commodity tracking data in CATS;
  5. Assess ways in which CATS reports can be used to feed the national pipeline;
  6. Report weekly to the CATS Project Manager on issues and status of activities;
  7. Conduct regular analysis of system data and report any discrepancies or irregularities to the CATS Manager and onsite developers for further investigation/fixing;
  8. Collect and organize information which could be used to improve the quality of existing systems and communicate this information to the CATS Project Manager;
  9. Ensure that all information and reports requested are provided promptly and efficiently;
  10. Identify bottlenecks promptly and report to the CATS manager in order to ensure timely entry of data in the tracking system.

OTHER SPECIFIC JOB REQUIREMENTS

  1. Ensure that NDRMC filing system and archives are maintained properly and are up to date to allow easy access to information;
  2. Train NDRMC staff on commodity accounting standards and principles and use of CATS reports in support of regular operations; and
  3. Perform any other related duties, as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Ability to produce well organized reports that facilitate decision making; Reports must be put together independently with minimal guidance;
  • Must have attention to details and be able to produce well organized databases with accurate information.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in computer, statistics, finance/accounting or related areas. First University degree University degree in computer science, statistics, finance/accounting or a related field is an added value.

Experince: At least six years of relevant progressively responsible experience in one or more of the transportation and ancillary sectors: port operations, shipping, clearing and forwarding, air operations, large scale road/rail transport and distribution management;

Some knowledge of Oracle or another relational database management system as well as some exposure to Local Area Network (LAN) administration would be an added value.

Some experience of logistics and supply chain management systems would also be considered as an asset.

LANGUAGE

Fluency in both oral and written communication in English. Knowledge of the local language is added advantage.

The World Food Programme is the world's largest humanitarian agency fighting hunger worldwide.

WFP was first established in 1961[4] after the 1960 Food and Agricultural Organization (FAO) Conference, when George McGovern, director of the US Food for Peace Programmes, proposed establishing a multilateral food aid programme. The WFP was formally established in 1963 by the FAO and the United Nations General Assembly on a three-year experimental basis. In 1965, the programme was extended to a continuing basis.

Organization

The WFP is governed by an Executive Board which consists of representatives from 36 member states. Ertharin Cousin is the current Executive Director, appointed jointly by the UN Secretary General and the Director-General of the FAO for a five-year term. She heads the Secretariat of the WFP. The European Union is a permanent observer in the WFP and, as a major donor, participates in the work of its Executive Board.

Its vision is a "world in which every man, woman and child has access at all times to the food needed for an active and healthy life."

The WFP has a staff of about 11,500 people, the majority of whom work in remote areas.
