Program Overview
TRANSFORM/Primary Health Care Unit (PHCU) is a USAID funded project to improve healthcare outcomes to End Preventable Child and Maternal Deaths (EPCMD) in Ethiopia, which in turn support Government of Ethiopia efforts within the Health Sector Transformation Plan (HSTP). TRANSFORM/PHCU will operate in the four most populous rural regions of Ethiopia (Amhara, Oromia, Tigray and Southern Nations, Nationalities and People’s Region). This will be accomplished in part by: mitigating the drivers of child and maternal mortality in Ethiopia’s most populous regions through the facilitation and implementation of quality health service delivery; improved management and performance of health systems; and implementation of innovative and evidence-based social behavioral change and communication interventions. TRANSFORM/PHCU will strengthen the capacity of the health system to effectively use management tools and implement best practices at all levels of the health system and health care delivery with a major focus at the primary care level that include primary hospitals and PHCU.
Position Purpose
The Logistics and Procurement Team Leader will oversee all aspects of procuring goods and services for the project’s office, according to USAID regulations, as well as coordinating and ensuring provision of logistical and administrative support for all project activities.
Key Responsibilities
 

  • Assist Pathfinder Ethiopia procurement and tender committees in accordance with existing Pathfinder and donor procurement policies
  • Ensure timely delivery of supplies and equipment to the specified locations and proactively liaise with relevant managers to clarify relevant specifications
  • Ensure timely tracking of all supplies and equipment sent to the relevant managers
  • Prepare and follow up payment requests for goods and services in a timely manner in accordance with existing Pathfinder policies and guidelines.
  • Purchase goods and services, analyze purchase requisitions; create new and update existing bid specifications;
  • Draft and evaluate bid proposals; solicit and negotiate competitive pricing from vendors and make recommendations for issuance of purchase orders and waivers of advertising
  • Ensure a proper warehouse management at all levels of the program.
  • Facilitate the works of the procurement committee by serving as a non-voting secretariat
  • Effectively communicating with customers, vendors or other departments and agencies and provide assistance of Country Management and staff, establishing and maintaining blanket purchase orders;
  • Maintain a data base of vendors; conducting analyses of equipment usage and services; investigating and resolving complex problems associated with outside vendor documentation to process purchase orders, waivers, payments as related duties as assigned.
  • Supervises, assigns, reviews and participate in the work of staff responsible for volume purchasing services.
  •  Exercises considerable independent judgment in making purchasing decisions in according with Pathfinder International Policies and procedures and best practices.
  • Prepare and submit procurement reports in agreed format and timeframe
  • Ensure proper management of transport fleets
  • Supervision of drivers
  • Plan and support all logistics for evaluation activities, trainings, capacity assessments, learning events, and other project activities.
  • Ensure smooth operations of all activities by coordinating with drivers, translators, interpreters, venues, caterers, suppliers, activity-specific logisticians, etc.
  • Mobilize personnel and consultants by arranging travel and lodging.
  • Perform other tasks as assigned by the Supervisor
Basic Requirements
  • First degree in logistics and or supply chain management, business administration, or related fields.
  • Proficiency in Microsoft Office applications, particularly Excel.
  • Experience in conducting comparative cost analysis required
  • Experience with USAID procurement rules and regulations required.
  • Experience in negotiating vendor contracts (including price levels, terms of delivery, etc.) preferred.
  • Exceptional organizational skills and attention to detail.
  • Ability to organize, manage, prioritize, and follow through on multiple tasks in a fast-paced, deadline oriented environment.
  • Excellent verbal communication and writing skills; a writing sample in English will be required preliminary to hiring.
  • Proven capacity to take initiative and willingness to learn new skills as needed.
  • Strong work ethic and the ability to work well independently and as part of a team
