Logistics and Security Consultant

Background

The Independent Electoral and Boundaries Commission (IEBC) has the key mandate to plan and manage key electoral functions. The IEBC 2015 – 2020 Strategic Plan has collapsed its priorities into three key pillars, namely: improvement in elections management, institutional transformation as well as trust and participation.

The Commission in the course of discharging its mandate uses transport services for purposes of moving staff and items from point to point. There is need therefore for a well-coordinated mechanism to ensure that all these are achieved in an efficient and timely manner. Security of the Commissions assets and staff is paramount and there is no room to second guess on this critical area.

Objective of the Assignment

The assignment is meant to boost the capacity of the IEBC in logistics and security management for purposes of the General elections.

Scope of work

IEBC seeks to engage a logistics and security consultant who will work with the transport, logistics and security team of the Commission in implementing best practice within the organization and equip it with effective and efficient guidance and tools in logistics planning, transport and security for purposes of the general election.

Duties:

Logistics

  1. Review the current transport and logistics plans and procedures for purposes of the General election.
  2. Support route planning and load scheduling of materials to be used in elections.
  3. Identify and advise the Commission on regional specific logistics requirements.
  4. Coordinate with warehouse teams on material movement.
  5. Liaise with transport service providers identified by the Commission.

Security

  1. Advise on the safety and security of Commission’s personnel and materials.
  2. Maintain continuous awareness of the prevailing security conditions within Kenya that may impact electoral activities.
  3. Support the Commission in the implementation and management of security measures to guarantee safety of premised assets and staff of the Commission.
  4. Support in the coordination of staff training for security personnel for purposes of the general election.

Qualifications

Education

A Bachelor’s degree in Public Administration, Business Administration, Logistics and Supply Chain Management, Security or any other relevant field from a recognized institution.

Experience

Seven (7) years of service in a comparable position from a reputable organization.

  • Strong analytical and problem solving capabilities
  • Significant experience in strategic thinking and engagement in complex socio-economic environment.
  • Well-developed interpersonal skills and ability to work constructively with colleagues across the organization
  • Personal presence and the ability to combine an independent perspective with a humble and listening approach
  • Sound knowledge of election management processes

Competencies

  • Have a thorough knowledge of Kenyan geographical and infrastructural maps at the national and regional levels.
  • Be able to consult widely with colleagues and management in the development of concepts and programing ideas.
  • Have a track record in strategic management of transport and security logistics with creative and innovative ideas.
  • Have a thorough understanding of the protocol and security issues
  • Have excellent organizational, logistic, communications & management skills.
  • Fluency in English and Kiswahili.
  • Competence in MS office suite.

Deliverables:

  1. Logistics and security plan for the general election.
  2. Weekly updates on the state of logistics and deployment of election materials.
  3. Weekly updates on the state of security across the country.
  4. Updates on stakeholder engagement on the state of security in the country.
  5. Establish a network of support agencies on logistics and security for the elections.

Technical Direction:

The Consultant will report and submit deliverables to IEBC and IFES Election Management specialist.

Duration

The consultancy is for a period of two (2) Months June through to August.
