PROJECT BACKGROUND:

The Ethiopian Agribusiness Accelerator Platform Project (the EAAP) is a demand-driven, value-chain focused business accelerator that will help high-potential agribusinesses to scale. It is launching with an initial focus on the honey and wax value chain and will operate from Addis Ababa, with plans to establish a regional presence in strategically important honey and wax markets. The apiculture (honey and wax) value chain is the starting point because of its favorable value chain economics and comparative advantage, strong potential for multiplied economic and social impact, and the relatively stable policy environment. At its founding, the EAAP will be housed within ATA

POSITION SUMMARY:

The GoE has made the transformation and commercialization of the agriculture sector a key tenet of its second Growth and Transformation Plan (GTP II). At the very core of the strategy to achieve this transformation is the transition of smallholder farmers from subsistence orientation to market focused production systems and activities that better integrate them into domestic and global supply chains. The full development and competitiveness of the entire agricultural value chain is thus critical to ensure that smallholder farmers can make the necessary market linkages that allow such supply chain integrations to happen.

Commercial enterprises that are so essential to make value chains competitive are however largely missing, in particular across the downstream end of the value chain. A number of challenges have contributed to the absence of sufficient number of agriculture enterprises in Ethiopia, chief among them under-developed business ecosystem “building blocks” (such as access to appropriate financial products and services, access to talent, access to expertise and access to markets).

In many other countries, well-designed and well-financed agribusiness accelerators have been used to fill such gaps through provision of comprehensive business development services and facilitation of access to the key “building blocks.” The EAAP will test and validate the accelerator concept for Ethiopia.

The Managing Director of the EAAP will be responsible for the overall management of the EAAP and effective day-to-day management of team members, providing operational management and problem solving support on a range of areas that include, but not limited to, designing and executing the EAAP’s scaling strategy, driving platform membership and entrepreneur development, identifying new business opportunities, raising sufficient funding (grant, debt, equity), and ensuring the development of talent.

ESSENTIAL DUTIES:

  • Recruiting and managing financial and human resources for execution of Platform activities and building a sustainable organization
  • Leading and developing platform staff to deliver on EAAP’s strategy and targets
  • Refining EAAP’s value proposition and marketing strategy to drive partner, funders and entrepreneurs/enterprises recruitment

Ethiopia is a country of natural contrasts, with waterfalls and volcanic hot spring, dry desert lands and rich fertile soil. Agriculture is the foundation of the Ethiopian economy. It contributes approximately 46 percent to the national GDP and employs over 80 percent of the population.

In 2009, Ethiopia was in the final year of its five year Plan for Accelerated and Sustained Development to End Poverty (PASDEP) and beginning to design its next five year plan – the first Growth and Transformation Plan (GTP). It had also begun a rapid growth period with major gains in its agriculture sector. In the midst of these development, the late Prime Minister Meles had a fortuitous meeting with Melinda Gates, Co-Chair of the Bill & Melinda Gates Foundation where he asked for the Foundation’s support in identifying an innovative way to catalyze not only the growth but of the transformation of Ethiopia’s agriculture sector.

This began a journey of nearly two years, where the Gates Foundation facilitated a process led by the Ministry of Agriculture that developed eight different diagnostic and a series of recommendations. The summary conclusions identified two key challenges to transforming Ethiopia’s agricultural sector:

  • Narrow approach to sectoral change – Many projects and programs have focused on selected aspects of the sector, leading to disconnected interventions that fail to address the root causes of low agricultural productivity. As such, many initiatives do not achieve the cohesion and integration required for success at scale. Furthermore, individual programs are frequently not adapted to local conditions in different regions.
  • Lack of implementation capacity – Many large-scale initiatives lack staff with the appropriate mindsets or skills needed at both the federal and regional level. Even projects that are well-designed and well-resourced often fail to meet all their objectives due to the lack of strong project management and systematic implementation.

Furthermore, this study identified learning’s from other rapid growth and transformation initiatives around the world and in other sectors within Ethiopia. Key to these efforts has been a dedicated unit with strong management and support from key government leaders that led a successful effort of transformative and sustainable change in a focused program area.

Based on these recommendations, in December 2010 the Council of Ministers in Ethiopia passed Regulation 198/2010 which established the Agricultural Transformation Agency (ATA) as the Secretariat of an Agricultural Transformation Council chaired by the Prime Minister.
