Description of duties: The incumbent is assigned all or part of the following responsibilities which are performed according to the needs and priorities: – To provide technical support to countries for the development and implementation of TB drug resistance surveillance strategies and interventions as part of health sector development plans and essential health services packages aimed at scaling up access to TB diagnosis and treatment. – To provide technical assistance to countries in the development and implementation of effective methods for TB drug resistance surveillance, monitoring and evaluation of drug TB and TB prevention and control measures, as well as TB/HIV collaborative activities . – To serve as focal point for TB drug resistance surveillance, including quality assurance and quality control of TB medicines. – To develop and update norms and standards related to TB drug resistance prevention and control measures, providing expertise and developing/revising TB drug resistance guidelines; to proactively facilitate the implementation of norms and standards and ensure the monitoring and evaluation of TB drug resistance prevention and control measures, including but not limited to giving technical expertise and advice to Member States and partners, regional and sub-regional networks. – To encourage close collaboration and cross-cutting activities at the regional and country levels, by promoting information-sharing on TB drug resistance through video-conferencing, informal consultations and, intercountry meetings, and ensuring regular reporting on the situation of TB drug resistance epidemiology and control in the African Region, by developing/collaborating to the development and maintenance of up-to-date regional and national surveillance and database systems as part of advancing research and development on new/improved tools and strategies for successful TB drug resistance control including introduction of short MDR-TB regimens. – Within the delegated authority, to work in partnership with drug development and manufacturing partners, including contributing expertise and technical information consistent with drug resistance control activities, with particular attention to needs, gaps, priority areas, progress, results and constraints. – To collaborate on the elaboration and implementation of resource mobilization and advocacy strategies, as well as providing advice and guidance to countries, on resource mobilization and advocacy strategies. – To support the implementation of WHO Resolutions pertaining to TB prevention and control at the regional and country levels in a proactive manner. – To support the Coordinator in the development of work plans and budgetary proposals, as required. – To perform other related responsibilities as assigned, including replacing and backstopping for others as required. |
REQUIRED QUALIFICATIONS |
Education: * Essential: Degree in medicine, with post-graduate qualification in epidemiology, public health and/or specialization in tuberculosis control or a related field. Desirable: Verification of Educational qualifications: |
Skills: Demonstrated ability to plan, coordinate and implement norms and standards related to TB/MDR-TB, TB/HIV and latent TB LTBI, monitoring and reporting on results, progress, lessons learnt and obstacles. Proven track record in the development and implementation of effective mechanisms and systems for monitoring and evaluation and assessment of progress at the regional and country levels. Sound understanding of global and regional issues related to TB epidemiology and control and health, social and economic dimensions. Excellent communication and presentation skills with ability to write in a clear and concise manner and give technical advice and guidance taking into consideration the views of multiple stakeholders and partners in resource-limited contexts; and to participate in advocacy and resource mobilization activities. Proven interpersonal skills with ability to promote consensus, communicate progress and results, and resolve issues in a proactive manner, while ensuring effective work practices and ethics. Experience: * Essential: At least seven years’ practical experience at the national and international levels in the field of TB prevention and control complemented by experience in policy and strategy formulation, policy planning and policy as well as facilitating multi-stakeholder consultations.
