PEACE III Background:

Pact, Mercy Corps and its partners are currently implementing PEACE III, a five-year USAID funded cross-border conflict management program. PEACE III is providing targeted technical and financial support to improve the responsiveness of national and regional actors to prevent and respond to cross border conflict management, and strengthen the capacities of cross border communities to peacefully manage conflict. The program currently works with 21 local CBOs as its local implementing partners in both Karamoja and Somali clusters, as well as with national Conflict Early Warning, Early Response Units (CEWERUs) in Kenya, Uganda, South Sudan, Ethiopia and Somalia.

Job purpose:

The main purpose of this position is to oversee and ensure collection of quality partner MERL data in the upper corridors of Somali Cluster. The job holder may also provide field programmatic and technical assistance, as well as conduct beneficiary feedback interviews to support program learning and documentation of outcomes. The MERL assistant will play a key role in providing close field support to allocated partners especially in the Monitoring, Evaluation, Reporting and Learning areas. Occasionally, the job holder will be required to provide data entry at Nairobi level. This position reports to the MERL Team Leader and is based in Mandera.

Duties and Responsibilities:

  • Provide support to Upper Somali Cluster partners in the application and use of PEACE III reporting tools to ensure good quality data is collected and submitted on time. This will include onsite reviewing of partner events and incident reports (both email and mobile) as well as quarterly reports.
  • Support MERL, Communication and program teams to conduct periodic reviews of project work including monitoring and assessing the quality of partner work and Program impact in the upper region of Somali Cluster.
  • As may be requested assist in the updating of MERL databases; (Trainet, DevResults, IformBuilder) using supportive program MERL documentation.
  • Support the MERL and Communication teams to train partners in MERL
  • Support the MERL team to conduct quarterly partner data quality assessments
  • Assist the MERL and Communication teams as well as program team in promoting a culture of learning and generation of knowledge throughout the project team and among partners and stakeholders, including in the facilitation and sharing of project reviews.
  • Ensure standardization of partner MERL tools and methodologies across implementing partners in the upper Somali Cluster region.
  • Act as key liaison person for assigned PEACE III partners in the upper region of Somali Cluster.
  • Support writing of case studies, success stories, beneficiary profiles for use in donor reporting.
  • Ensure good action activity photos that can be used for reporting are taken during field events.
  • Support dissemination of project information to partners. This may include use of local language to ensure information is well understood.
  • Support documentation of key Pact or Mercy Corps meetings/workshops as required.
  • Any other duty as assigned by the Supervisor/s.

Qualifications and experience

  • A holder of a university degree in Statistics, Economics, Research Methods or related field from a recognized university.
  • A critical thinker with attention to details mind set, able to streamline large datasets, both quantitative and qualitative from multiple sources ensuring quality in information shared.
  • At least 1 year of experience in data collection, M&E or Research for social programs or development.
  • Knowledge and application of computer and mobile systems or applications for data collection, reporting and storage.
  • A team player with great interpersonal skills and interest in numerics or large data sets.
  • Experience and application of data entry and analysis software programs
  • Willingness to learn and nature a career in M&E for social sector.
