PATH seeks a Monitoring and Evaluation Advisor to support routine monitoring, reporting, and evaluation activities for a diverse portfolio of DOTS implementation, MDR-TB, and TB/HIV activities in Zambia. S/he will support monitoring and evaluation activities at national, regional/zonal and district level, working with technical officers to collect, analyze, and report high quality indicators related to TB program implementation and results to key stakeholders, including USAID, the Ministry of Health’s National TB Program, and key internal and external audiences, such as PATH’s Global TB Team and our national partners. The position will report to the Strategic Information Advisor and be seconded to the National Tuberculosis Program.

PATH is leading a vibrant consortium of Zambian and international organizations that will collaborate closely with Zambia’s MoH, the NTB, the private sector, and other partners to support the eradication of TB in Zambia.  Funded by USAID and focusing on six (Copperbelt, Central, Muchinga, Northern, North-Western and Luapula) of Zambia’s 10 provinces, the five-year Eradicate TB contract aims to increase the number of individuals screened for TB by 50% and increase the TB treatment success rate to 85% in targeted provinces. The four key tasks of Eradicate TB are to:

  • Pursue high-quality DOTS expansion and enhancement
  • Address TB-HIV, MDR-TB, and the needs of poor and vulnerable populations in six provinces
  • Engage all categories of care providers
  • Enable and promote research.

Responsibilities:

  • Build TB-related M&E capacity in local partner organizations.
  • Build staff capacity in TB-related M&E, including cohort analysis and reporting.
  • Attend meetings and events as requested, particularly those related to organizational operations in Zambia.
  • Other tasks as required by the Strategic Information Advisor and project senior management team.
  • Develop and implement performance monitoring plans for the overall project and for country activities.
  • Develop and implement M&E reporting guidelines and systems designed to inform the direction of the project, including data quality and data use strategies.
  • Supervise all staff involved in collecting and analyzing TB- and program-related data and reporting results.
  • Compile and report on information that captures the overall progress of the project.
  • Design M&E methodologies and tools to support the implementation of innovations developed in the project.
  • Train field staff on M&E guidelines, survey instruments, data collection tools, and other tools for the project.
  • Provide input on deployment of an electronic TB registry.
  • Work with project staff and partner institutions to build capacity in quality data management.
  • Ensure timely flow and transmission of data and other reports from the field to headquarters, as well as timely transmission of data and reports to USAID and relevant partners.

 

Required Skills

  • A Bachelor’s Degree and preferably a Master’s degree in public health or a related field.
  • Minimum of five (05) years’ experience in monitoring and evaluation.
  • Experience in TB cohort analysis and reporting required.
  • Familiarity with WHO standardized indicators for TB is essential.
  • Expertise in setting up and supervising routine project monitoring processes, including data quality assurance activities.
  • Proven ability to collect and analyze key output and outcome data using Excel (SPSS a plus).
  • Ability to work collaboratively across disciplines and support diverse team members in completing tasks.
  • Ability to supervise evaluation research, familiarity with quantitative and qualitative research methods and experience developing study designs is key.
  • Strong understanding of USAID reporting requirements.
  • Strong writing skills in English.
  • Well-organized and detail oriented with good follow-through.
  • Experience in providing training and mentorship to team members.
  • Must have legal authorization to work in Zambia.
