Project Context

  • The National Quality Infrastructure (NQI) project, funded to the tune of EUR 12 million by the European Union (EU), aims to support the improvement and establishment of standards and quality control agencies in Nigeria. The project is part of a wider financing agreement signed between the European Union and Nigeria to stimulate the competitiveness of the country, and is one of the EU’s many contributions to the people of Nigeria under the 10th European Development Fund.
  • The specific objective of this project is to support the development of standards and quality control bodies in order to improve the quality of products and services sold in Nigerian and abroad. The project will achieve its objectives through the following:
    • Promulgation of a National Quality Policy and ensuing legislation for the NQI;
    • Establishment of a National Accreditation Body;
    • Development of a National Metrology Institute;
    • Improvement of Organized Private Sector (OPS) patronage of the NQI and their capacities to create and support conformity assessment bodies (CAB) and
    • Enhancement of the consumer protection role on quality issues as well as increased capacities of consumer associations to lift up the quality offer/culture of Nigerian enterprises.
  • Through this project, the Federal Ministry of Industry, Trade and Investment (FMITI) will be assisted in reviewing the legislative framework surrounding Metrology, Standards, Testing and Quality (MSTQ) with particular emphasis on promulgating and implementing a National Quality Policy.
  • The project will help to upgrade the capacity of the Standards Organization of Nigeria (SON), the Weights and Measures Department, FMITI, National Agency for Food & Drug Administration and Control (NAFDAC), Consumers Protection Council (CPC).

Main Functions

  • Under the overall leadership of the PM and the direct supervision of the CTA, the Monitoring and Evaluation (M&E) Expert will work in close collaboration with the project experts.
  • He/she will lead and oversee the implementation and development of the Monitoring and Evaluation (M&E) system for the NQI project.
  • The M&E Expert will hold overall responsibility for the development of a coherent and regularly updated M&E system, for ensuring regular performance monitoring of project activity outputs and outcomes, and the development and dissemination of quality progress reports and performance data.
  • The M&E expert will refer to the baselines developed during the inception phase for the main components of the project.
  • He/she will review the logical framework and related indicators and propose changes if deemed necessary.
  • More specifically, the M&E expert will be responsible for the tasks specified below:
    • Develop a structure for a user-friendly web-based M&E system and maintain it for data and information management covering each main component and the outcomes and outputs of the project, including project Key Performance Indicators (KPI) (institutions and enterprises).
    • Collect and input data on a regular basis and document the status of NQI covering all outputs of the project intervention.
    • Ensure timely collection and analysis of data (qualitative and quantitative) for drafting of progress reports and final report.
    • Monitor the overall performance and progress of the project and keep UNIDO, the national counterpart, the donor and the Steering Committee informed on the progress of the project on a regular basis.
    • Participate and facilitate in the internal and external reviews and provide inputs for evaluation of the project.
    • Document assessment reports, program data, lessons learnt and best practices for internal and external sharing.
    • Coordinate the preparation of bi-monthly reports and assist with the preparation of annual progress reports for the project according to donor specifications and UNIDO requirements.
    • Prepare inputs for briefing project partners, donor, government and relevant MDA’s based on project impact and experiences.
    • Record lessons learnt from the implementation of project activities, networking with project partners and beneficiaries to help achieve objectives of the project.
    • Carry out project impact related advisory missions within the country, as requested by UNIDO.
    • Facilitate the use of global, regional and national knowledge networks to share project results including project publications, conference proceedings, and other related requests
    • Facilitate improved information sharing between all project participants and stakeholders
    • Facilitate the dissemination of good practices and experience of NQI project implementation.
    • Work towards ensuring greater programme responsiveness and accountability to beneficiaries.
    • Contribute to the implementation of an appropriate visibility/marketing strategy of the project intervention including the preparation of promotional material, including project website and social media.
    • Carry out ad-hoc assignments for the counterpart in agreement with UNIDO project manager and perform other related duties and assignments as required by the project manager.
    • Prepare a final report on the tasks completed under this JD.

Minimum Requirements
Education:

  • University – Master’s degree or equivalent, in the fields of Development, Political or Social Sciences, ICT, Engineering or related

UNIDO Languages:

  • English (Fluent).

Field of Expertise:

  • A minimum of 5 (five) years professional experience, including at least three years in M&E.
    • Professional experience in Monitoring and Evaluation large scale programmes/projects.
    • Effectively applies knowledge of project cycle management within organizational context.
    • Demonstrates understanding of issues of industrial development in Nigeria.
    • Proficient in Microsoft Excel, Word and PowerPoint.
    • Experience in project management, including reporting results/impacts to stakeholders/donors.
  • High level of computer skills (Excel, Word, Access, PowerPoint, Outlook).
  • Excellent drafting ability and communication skills, both oral and written; ability to explain project impact as well as key project related issues to staff, senior officials and donors, proven ability to communicate complex concepts orally, ability to prepare written reports that are clear, concise and meaningful. .
