We are looking for a Monitoring, Evaluation and Learning Advisor for an anticipated USAID-funded project meant to increase availability and access to equitable quality family planning services. This activity will be USAID/Uganda’s flagship mechanism for providing assistance to Uganda to reach its national family planning goals of reducing unmet need for and increasing use of modern contraception. The Monitoring, Evaluation and Learning Advisor will develop monitoring, evaluation and operational research plans to inform program management and strategic direction.

Your contribution

You will:

  1. Initiate and develop project conceptual frameworks and contribute to the design of strategies for fundable project proposals.
  2. Manage all Monitoring & Evaluation donor requirements, foster effective partnerships and maintain correspondences for M&E for all partners and donors
  3. Provide leadership and strategic direction to the M&E portfolio at all levels of the platform through developing and strengthening M&E procedures in the platform.
  4. Initiate the development of mechanisms to monitor program processes and quality of programs through onsite supervision of project sites.
  5. Initiate and conduct results to decision making sessions, document results and facilitate the development of action plans
  6. Initiate performance management mechanisms and track performance of the SIL department according to PSI administration policy
  7. Coach and mentor staff on research competences according to the PSI research toolkit
  8. Initiate, verify and authorize annual research plans and budgets according to project requirements
  9. Initiate, verify and authorize research designs according to program information needs and PSI minimum standards
  10. Strengthen external organizational profile through writing publication articles, manuscripts, abstracts for internal and external audiences.
  11. Initiate critical reflection and learning mechanisms to ensure programs identify and use lessons and best practices

What are we looking for?

The minimum requirements for this position are as follows:

  • A Bachelors degree in public health, epidemiology, statistics, or another related field;*
  • A minimum of 5 years of relevant experience in M&E in donor funded projects;*
  • Must have excellent writing, presentation, and communication skills; and
  • Demonstrated research experience and skills, complemented by experience in collaborating with various types of partners.*
  • Competence in project management and managing multiple tasks simultaneously in a fast-paced and high-intensity environment.
  • Demonstrated ability in data analysis, statistics
  • Proficient-to-advanced skills with MS Office suite, Excel, and other data management and analysis software packages such as SPSS, STATA, EPI-INFO

Note: A Masters Degree is not required, but preferred.

HISTORY

PSI was founded in 1970 to improve reproductive health using commercial marketing strategies. For its first 15 years, PSI worked mostly in family planning (hence the name Population Services International). In 1985, it started promoting oral rehydration therapy. PSI’s first HIV prevention project — which promoted abstinence, fidelity and condoms — began in 1988. PSI added malaria and safe water to its portfolio in the 1990s and tuberculosis in 2004.

HEALTH IMPACT

PSI has an uncompromising focus on measurable health impact and measures its effect on disease and death much like a for-profit measures its profits. Just last year PSI saved the lives of 9,246 mothers, prevented 3,896,671 unintended pregnancies, stopped 234,367 new HIV infections, and avoided 379,286 deaths due to diseases like malaria, diarrhea and pneumonia that most threaten young children.

World headquarters in Washington, D.C., programs in more than 50 countries, European office in Amsterdam.

PEOPLE

More than 8,900 staff work for PSI and its affiliates. PSI’s expatriate staff is about 1% of the overall workforce. Support services and advocacy are provided by staff in Washington, D.C., and Amsterdam, Netherlands.
