Dexis is seeking an experienced Monitoring, Evaluation, and Learning (MEL) Advisor for an upcoming multi-year regional contract with the United States Agency for International Development (USAID) West Africa Mission. The project will strengthen USAID/West Africa’s effectiveness implementing its projects; coordinating its activities; learning from its experiences; and serving as an information, communication, and thought-leader regarding peace promotion and countering violent extremism (CVE) in the West Africa region. This is a long-term position expected to start in 2017. The position is contingent upon award.

Responsibilities

  • Provide technical direction for evaluations and analyses to inform evidence based decision making by the Mission, as well as as to promote interagency understanding of regional peace and governance efforts
  • Design evaluation and research methodologies
  • Ensure quality of evaluations and assessment conducted by long-term and short-term technical assistance consultants
  • Assist the Chief of Party in the preparation of work plans/selection of indicators and annual implementation plans with a view towards the project’s MEL requirements
  • Coordinate the preparation of all quarterly progress reports, annual project report, inception report, ad-hoc technical reports, and success stories for USAID funding in line with the required formats
  • Provide capacity building to USAID Missions and local implementing partners in monitoring, evaluation, and learning

Qualifications

  • Master’s degree in the social sciences with a focus on evaluation methods
  • At least 10 years of experience in designing and implementing international donor-funded evaluations and assessments, preferably in Francophone Africa
  • Demonstrated ability and experience in research design, research methods, quantitative and qualitative data analysis and management, and dissemination of lessons for a range of stakeholders
  • Experience in the gender dimensions of evaluations
  • Excellent written and oral communications skills
  • Experience creating and managing performance monitoring plans and building knowledge management systems
  • Fluency in speaking, reading and writing both English and French
  • Preferably authorized to work in Ghana
