The M&E Specialist works with Pharmacy Department (PD) and the USAID-Uganda Health Supply Chain (UHSC) Project responsible for establishing a data base for the pharmaceutical sector monitoring and evaluation indicators and for regularly updating, monitoring, reporting and strengthening the use of the Pharmaceutical Sector indicators. He/she will work with the technical team members at Pharmacy Division, NDA, Central Warehouses and other key partners and MoH programs to develop appropriate reports and where necessary align where available indicators, targets and methods for collecting information on support activities and performance. He/She will be responsible for working with HMIS data and other data using the PIP to triangulate and provide analysis for evidence based decision making for sector improvements.
Specific Responsibilities
- Monitor the implementation of the pharmaceutical sector monitoring and evaluation framework.
- Design the pharmaceutical M&E system/database including design of data collection tools, analysis of data and reports.
- Support in research studies and evaluations to inform policy decision making
- Develop specific program reports and prepare periodic reports required by pharmacy department and other stake holders that support effective decision making
- Develop validation rules for HMIS data and ensure the rules are incorporated into the DHIS2 system.
- Conduct analyses of data from the PIP and DHIS2 as well monitor quality of data to inform decisions on medicines management
- Annual update and monitoring of the Pharmacy Department Work plan
- Coordinate and update the Pharmacy Department page on the MoH site and the PIP as the information centers
- Manage and assess PIP user information needs and develop program reports using PIP data
- Integrate program reports into the sector report, explain trends and discuss possible interventions working closely with the Technical Advisor Strategic Information.
Qualifications and Experience
- Bachelor’s degree in public health, demography, statistics or related field, a Masters degree will be an added advantage.
- Minimum 5 years experience in health sector /monitoring systems strengthening
- Demonstrated analytical skills and experience in HMIS.
- Familiarity with supply chain concepts and pharmaceutical/logistic indicators
- Capacity building/training experience a plus.6. Hands on experience with USAID procedures and practices is highly desired.
- Ability to work in a fast-paced teamwork environment to meet required deadlines.
- Demonstrated effective leadership and interpersonal communication skills.
- Demonstrated excellent English language skills (both written and oral) with the ability to make presentations and effectively write/edit reports.
- Demonstrated computer skills in Microsoft Office Suite applications and statistical packages such as STATA, SPSS.11. Working experience in Uganda
