Overview

Under the supervision of the M&E Senior Advisor, the M&E Specialist will ensure that project information is collected, analyzed and used in guiding internal project planning and in informing external partners about project activities and accomplishments. S/he will work with the technical team members at MSH/TRACK-TB, NTLP, project supported sites and other key partners/stakeholders during the collection, analysis and dissemination of appropriate data and information for strategic decision making. In addition, the incumbent shall maintain data collection systems and periodically uploaded data into the electronic systems (DR-TB MIS and e-TB Register) in readiness for contractual and other ad hoc reporting.

Specific Responsibilities

  1. Support health workers to conduct all appropriate analyses, including the use of complimentary data sets and secondary analyses, and display using a variety of techniques including charts.
  2. Ensure the availability and support the use of approved data collection and reporting tools at health facility level (both public and private (PFP and PNFP).
  3. Build the capacity of health workers and implementing partners at health facility level in data collection, management, analysis and utilization.
  4. Ensure that health facility and community periodical reports are produced and submitted in timely manner, including MoH eHMIS reporting for both KCCA and MDR-TB sites.
  5. Support the health workers and supervisors to prepare presentations for quarterly review meetings to share experience and give feed-back on the divisions and zonal performance.
  6. Maintain health facility based Management Information Systems (DR-TB MIS and e-TB Register) and ensure all supported GeneXpert sites regularly report to the NTRL.
  7. Ensure dissemination and availability of guidelines and Standard Operating Procedures for data collection, management and reporting at health facilities levels8. Perform any other duties as may be assigned by the supervisor.
  8. Ensure that community TB data is collected, analyzed and submitted in timely manner
  9. Participate in the conduction of project research studies and evaluations to inform policy decision making.
  10. Prepare periodic reports as required by the project and other stake holders that support effective decision making.
  11. Participate in the coordination M&E dissemination meetings.
  12. Support the CQI and data quality improvement activities like DQA (data quality audits), MDR-TB cohort and TB performance reviews
  13. Lead data collection strategies and efforts from health facilities, as well as ad hoc data collection efforts and special studies
