Chemonics seeks multiple technical specialists for USAID’s anticipated nine-year, $300 to 500-million Efficiencies for Clinical HIV Outcomes (ECHO) Activity in Mozambique. ECHO’s purpose is to reduce HIV mortality, morbidity, and transmission, while strengthening the capacity of the Ministry of Health to deliver high-quality HIV/AIDS services across the continuum of care. We are seeking technical specialists in the following areas: HIV/AIDS treatment and prevention, quality of care improvement, health systems strengthening, community engagement, health financing, private sector engagement, social and behavior change, monitoring and evaluation, information systems, capacity development, finance and operations, and human resources management. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Provide technical input on project implementation to achieve health targets and goals
  • Ensure that all project assistance is technically sound and appropriate for the local context
  • Write and contribute to reports and other deliverables
  • Liaise with the government of Mozambique, including the Ministry of Health; stakeholders; and public and private sector counterparts
  • Collaboratively implement a strategic long-term programmatic vision

Qualifications:

  • Advanced degree in a relevant discipline preferred
  • Minimum five to eight years of development experience designing, implementing, and managing USAID or other donor development programs
  • Minimum three years of experience in sub-Saharan Africa required; experience in Mozambique preferred
  • Strong ability and desire to work with the government of Mozambique, including the Ministry of Health; international donors; and local partners to achieve program targets
  • Excellent written and oral communication skills
  • Demonstrated knowledge of appropriate technologies
  • Experience in monitoring and evaluation, data collection and management, and knowledge sharing
  • Demonstrated interest in building the capacity of local partners
  • Demonstrated leadership, versatility, and integrity
  • Fluent Portuguese and English required
