Background
The Food and Agriculture Organization (FAO) of the United Nations in collaboration with the Ministry of Agriculture, Livestock and Fisheries and Ministry of Health is implementing a United States Agency for International Development (USAID) funded program entitled “Supporting the Global Health Security Agenda (GHSA) to Address Zoonotic Disease and Animal Health in Africa”. The specific objective of the programme is to “Build capacity to prevent, detect and respond rapidly to priority zoonotic diseases using a multi-disciplinary and multi-sectoral One Health Approach”. The program covers the following GHSA Action Packages (APs) or technical areas: Zoonotic Diseases, Biosafety and Biosecurity, National Laboratory Systems and Workforce Development.
The current assignment will involve conducting a landscape analysis of brucellosis in humans and animals in Kenya. Brucellosis is a debilitating zoonotic disease affecting humans and animals. While the disease is of significance public health and economic importance, there lacks a comprehensive, evidence-based assessment to quantify its magnitude in the country. The disease is ranked as one of the priority zoonotic disease in Kenya requiring an in-depth understanding that would enhance application of the appropriate policies and strategic mitigation approaches. The scope of the assignment includes conducting a systematic review of grey and published literature on brucellosis in Kenya in both humans and animals that will facilitate development of a national integrated plan for the control of brucellosis.
Reporting Line and Scope of the assignment
Within the framework of the Food and Agriculture Organization of the United Nations (FAO) Emergency Centre for Transboundary Animal Disease Operations (ECTAD), under the overall supervision of the FAO Representative in Kenya and direct supervision of the ECTAD Kenya Country Team Leader, the consultant will conduct a systematic review of grey and published literature on brucellosis in Kenya to provide frequency estimates of brucellosis in humans, animals and risk factors for infection, and help to understand the current situation in Kenya.
Specifically the consultant will undertake the following tasks:
- Review human health surveillance and laboratory data available at the Ministry of Health and affiliate research institutions
- Review animal health surveillance and laboratory data available at the Directorate of Veterinary Services and affiliated research institutions
- Conduct systematic literature review of brucellosis in Kenya (grey and published literature)
- Analyze all information gathered, write and deliver a completion report to FAO, DVS and DM
Minimum Requirements
- Advanced University Degree in Veterinary/Medical Science degree or relevant field
- Minimum of 5 years’ experience of working on zoonotic diseases in Kenya
- Good knowledge of public and animal health systems in Kenya
- Good skills in design of cross-sectional surveys, data collection methodologies and analytical skills such as use of statistical software
