Purpose of the Assignment

The assignment seeks to provide 11.5 months technical support to Government staff to scale up the CLTS approach through a Social Norms Campaign in 40 districts, communities. The campaign seeks to achieve the following.

  • Influence beliefs and attitudes about open defecation and how to address it
  • Engage people in collective discussions and decisions to end open defecation and build their own latrines
  • Highlight collective discussions and decisions at all levels to heighten normative and empirical expectations on open defecation and building household latrines
  • Ignite social change in sanitation and hygiene practices to improve health outcomes

Assignment Tasks (see attached TOR for further details)

  1. Facilitate the launch of campaign and sensitisation events in five focus region
  2. Engage with influencers and stakeholder groups at national level to support the campaign through the following specific activities
  3. Support 40 districts to implement and document campaign activities at district level and in communities through capacity building and monitoring support
  4. Provide strategic support for implementation of the children’s component of the Sanitation Social Norms Campaign.

Methodology

This assignment is facilitative in nature and requires that the consultant works in collaboration with various stakeholders in the WASH sector including the Department of Community Development, Environmental Health and Sanitation Directorate, Ghana Education Service and the Ghana Health Service at National, regional and district level. In this facilitative role, the consultant will provide guidance for regional resource persons to scale up interventions in the support districts. Regular meetings are to be held with the identified stakeholders to ensure Government leadership of the campaign. UNICEF will provide support in the delivery of the assignment as the organisation managing the contract.

Expected Deliverables

  • Campaign launched and sensitization events held in five regions
  • Special leadership advocacy campaign implemented
  • Core group of resource persons (trainer of trainers group) established in each region to facilitate training on the campaign
  • Partnership with influencers and stakeholder groups established to support the campaign
  • 40 districts implement and document campaign activities at district level and in communities.
  • 40 districts implement the children’s component of the Sanitation Social Norms Campaign.

Reporting

The Consultant will be required to submit monthly progress reports in writing to UNICEF. Monthly meetings shall also be held with the Supervisor of the contract. A Final Completion Report is expected at the end of the assignment.

Qualifications of Successful Candidate

Education

First Degree in Communications, Marketing, Public Relations, Social/Sciences or other related field.

Years of relevant experience

  • A minimum of 5 years progressively responsible professional work is expected from the Consultant with proven experience in communications.
  • Experience in the WASH sector particularly in sanitation is highly desirable

General Conditions: Procedures and Logistics

  • The consultant will be provided with the applicable DSA when travelling outside Accra for work purposes.
  • The Consultant will be provided with Transport for official assignments outside Accra
  • The consultant will be provided with a computer and office supplies for the assignment.
  • Payments- The consultant will be paid, according to the agreed deliverables per month outlined in the TOR. Final payment to consultant will be dependent on the completion of deliverables.

Application Procedure: Financial proposal

Interested candidates should submit a financial proposal for executing the assignment together with their application. The proposal should quote the monthly rate for implementing the assignment in Ghana Cedis and should cover cost of movement within Accra , the base station for this assignment. The consultant is not required to budget for costs related to travel outside Accra as this will be borne directly by UNICEF.

It is estimated that 92 per cent of UNICEF revenue is distributed to programme services.UNICEF's programmes emphasize developing community-level services to promote the health and well-being of children. UNICEF was awarded the Nobel Peace Prize in 1965 and the Prince of Asturias Award of Concord in 2006.

Most of UNICEF's work is in the field, with staff in over 190 countries and territories. More than 200 country offices carry out UNICEF's mission through programmes developed with host governments. Seven regional offices provide technical assistance to country offices as needed.
