Position Title: National Consultant – Zoonoses Control Capacity Assessment (Human Resources, Financial, Logistics)

Background

The Food and Agriculture Organization (FAO) of the United Nations in collaboration with the Directorate of Veterinary Services are implementing a United States Agency for International Development (USAID) funded program entitled “Supporting the Global Health Security Agenda (GHSA) to Address Zoonotic Disease and Animal Health in Africa”. The specific objective of the programme is to “Build capacity to prevent, detect and respond rapidly to priority zoonotic diseases using a multi-disciplinary and multi-sectoral One Health Approach”. The program covers the following GHSA Action Packages (APs) or technical areas: Zoonotic Diseases, Biosafety and Biosecurity, National Laboratory Systems and Workforce Development

In order to effectively address zoonotic diseases a competent animal health workforce capacity should in placed within the public and private service sectors and at national and all sub-national levels. This includes a plan for animal health workforce continuing education. However, shortages of human, physical and financial resources have been identified as key challenges for the successful provision of animal health services. The actual numbers, qualifications, skill and competencies of animal health service providers both in public and private service are not known.

Staffing levels, qualifications, skills and competencies, resources for the sector, in both levels of governments as well as in the private sector should be determined and documented to have a comprehensive database of the workforce. It is therefore necessary to determine the capacities of human, financial and physical resources and the gaps, if any, required to improve the animal health sector in line with the GHSA indicator target on Workforce Development.

Reporting Line and Scope of the assignment

Within the framework of the Food and Agriculture Organization of the United Nations (FAO) Emergency Centre for Transboundary Animal Disease Operations (ECTAD), under the overall supervision of the FAO Representative in Kenya and direct supervision of the ECTAD Kenya Country Team Leader, the consultant will undertake the following task:

  • Conduct an assessment of the human resource capacity (skills and workforce) on animal health at national and county level, identify gaps in resources, training and capacity development needs

Specifically the consultant will undertake the following:

  • Determine the required human resource capacity for provision of animal health services according to national and international (OIE) standards to effectively address zoonotic diseases
  • Determine numbers of animal health providers
  • Assess skills, knowledge, competencies and technologies available at the national and county levels
  • Determine the financial and physical resources available at national and county levels for effective provision of animal health services
  • Identify and document institutions that provide human resource development on animal health and their capacities
  • Document the distribution of professionals by various cadres at the national and county level
  • Determine gaps in resources provided for human capacity development of the animal health sector
  • Make recommendations on how to improve human resource capacity (skills and workforce), training and capacity development needs
  • Write and deliver a completion report to FAO and DVS

The scope of work will involve the following:

  • Gathering documents on human resource capacity of public and private organizations/institutions that provide animal health services at national and county level.
  • Desk top review of documents on human resource capacity on animal health
  • Visiting and interviewing national and county officials (selected counties) and organizations that provide animal health services to verify information provided and collect additional information
  • Analyze all the information gathered
  • Writing and submission of a report

Minimum Requirements

  • Advanced University Degree in Veterinary Science related field or relevant field
  • Minimum of 5 years experience of working in human resources capacity development
  • Certificate in human resources management/management and leadership or equivalent is added advantage
  • Good skills in design of cross-sectional surveys, data collection methodologies and analytical skills such as use of statistical software
  • Knowledgeable in delivery of veterinary services in Kenya
  • Working knowledge of English

Later in 1943, the United States President Franklin D. Roosevelt called a United Nations Conference on Food and Agriculture. Representatives from forty four governments gathered at The Homestead Resort in Hot Springs, Virginia from 18 May to 3 June. They committed themselves to founding a permanent organization for food and agriculture, which happened in Quebec City, Canada on 16 October 1945 with the conclusion of the Constitution of the Food and Agriculture Organization. The First Session of the FAO Conference was held in the Chateau frontenac at Quebec, Canada, from 16 October to 1 November 1945.

The Second World War effectively ended the International Agricultural Institute, though it was only officially dissolved by resolution of its Permanent Committee on 27 February 1948. Its functions were then transferred to the recently established FAO
