Background

The Country Gender Assessment of the Agriculture and Rural Sector (CGA-ARS) is a requirement by the corporate CPF guidelines and mandated by the FAO’s Policy on Gender Equality. The CGA-ARS has the objective of revealing gender disparities in access to critical agriculture and rural resources, knowledge, opportunities and markets. There is evidence that these gender inequalities contribute to low agricultural productivity and food and nutrition insecurity.

The objectives of the CGA-ARS are to:

  • Inform FAO country level planning and programming in line with national development priorities and FAO’s mandate and strategic framework;
  • Facilitate FAO’s contribution to the UN Country Team CEDAW Report with up-to-date and objective information on the situation of rural women in the country.

Reporting Line

Under the general supervision of the FAO Kenya Programme Coordinator, and the technical supervision of the Gender Officer, and with technical advice from the Social Protection Division (ESP)’s gender team in FAO Headquarters, s/he will:

  • Carry out a comprehensive Country Gender Assessment of the Agriculture and Rural Sector (CGA-ARS) that includes a detailed gender analysis for the Kisiria ecosystem in Samburu.
  • Prepare a final report of the country gender assessment and a gender mainstreaming strategy for the Kisiria Forest and Integrated Rangeland Management project
  • Prepare and carry out a presentation of key findings and recommendations to the FAO country office.
  • Prepare a four page-long brief summarizing the main findings and recommendations, with relevant numbers and statistics, by the main agricultural sectors of FAO in Kenya and the priority areas of work of the FAO representation
  • Prepare a two to four page-long contribution to the UNCT CEDAW Report based on the main findings of the CGA-ARS.

Minimum Requirements

  • Advanced university degree in Sociology, Social Sciences, Economics, Development Economics, or other related disciplines
  • Excellent oral and written English and Kiswahili language skills
  • Excellent knowledge of the key gender equality, social equity and women’s empowerment issues in Kenya in the context of agriculture and rural development including Natural Resources Management,
  • Demonstrated ability (through publications in English language) to produce written analysis of socioeconomic and gender issues,
  • Significant experience in analysing and integrating the perspective of gender equality in programme formulation in the context of agriculture and rural development – covering Crops production, livestock, Fisheries, Natural Resources Management and experience in socioeconomic and gender analysis
  • Extensive knowledge of the UN System, its working and programming mechanisms, familiarity with FAO’s work would be an asset

History

The idea of an international organization for food and agriculture emerged in the late 19th and early 20th century, advanced primarily by the US agriculturalist and activist David Lubin. In May–June 1905, an international conference was held in Rome, Italy, which led to the creation of the International Institute of Agriculture.

Later in 1943, the United States President Franklin D. Roosevelt called a United Nations Conference on Food and Agriculture. Representatives from forty four governments gathered at The Homestead Resort in Hot Springs, Virginia from 18 May to 3 June. They committed themselves to founding a permanent organization for food and agriculture, which happened in Quebec City, Canada on 16 October 1945 with the conclusion of the Constitution of the Food and Agriculture Organization. The First Session of the FAO Conference was held in the Chateau frontenac at Quebec, Canada, from 16 October to 1 November 1945.

The Second World War effectively ended the International Agricultural Institute, though it was only officially dissolved by resolution of its Permanent Committee on 27 February 1948. Its functions were then transferred to the recently established FAO
