OBJECTIVES OF THE PROGRAMME

To provide support to Egypt in the area of health system strengthening through

  • Supporting the government of Egypt’s strategic universal health coverage (UHC) agenda of ensuring equitable delivery of quality health services without the risk of financial hardship especially for the poor and marginalised;
  • Promoting evidence-based policy-making, through supporting comprehensive health system review and through contributing to drafting high level documents that would be used as evidence for high level policy actions on health system development; and
  • Supporting the MoHP in its efforts to further strengthen its health workforce, health financing, health technology management and health information system.

DESCRIPTION OF DUTIES

  • Draft and give input to technical documents which serve as methodological background to the health system reviews and assessments, including, but not limited to, National Health Accounts, review of financial risk protection, review of the health service delivery arrangements, review of the health information system, review of the health workforce situation and review of the medicine situation.
  • Liaising with all the stakeholders (including but not limited to the Ministry of Health and Population staff) involved in the health system review processes.
  • Ensure constant monitoring of the health system assessment processes, notably by verifying that these assessments are conducted according to agreed methodologies and that they progress in a timely manner.
  • Analyze the data and information from the health system assessments, draft documents, organize workshops and other events and uphold proactive and effective communication with all the relevant stakeholders to ensure the translation of the assessment results into policy as seen relevant to the universal health coverage (UHC) policy dialogue.
  • Draft technical documents and training materials, implement capacity development activities aiming to enhance national capacity for health information development and management, including civil registration & vital statistics (CRVS) system, Geographic Information System (GIS), e-health and other applications and software.
  • Draft guidance material and organize events/ activities to support the objectives of (i) development of good governance in medicine, (ii) enhancing the pharmaco-vigilance (PV) system, (iii) promoting rational use of medicine and (iv) developing and updating the Essential Medicine List.

REQUIRED QUALIFICATIONS

Education

Essential: University Degree in Medicine

Desirable: Master’s Degree in other health specilaity or any related degree in other health speciality related to health system strenghthing

Experience

Essential: At least two years of relevant experience in health system strengthening and/or Health Reform.

  • Excellent ability to communicate competently towards all relevant individuals and organizations in a culturally diverse environment.
  • Ability to provide good quality technical advice to all relevant stakeholders
  • Ability to work and collaborate as a team member and to produce results in a challenging and changing environment.
