Program Overview
TRANSFORM/Primary Health Care Unit (PHCU) is a USAID funded project to improve healthcare outcomes to End Preventable Child and Maternal Deaths (EPCMD) in Ethiopia, which in turn support Government of Ethiopia efforts within the Health Sector Transformation Plan (HSTP). TRANSFORM/PHCU will operate in the four most populous rural regions of Ethiopia (Amhara, Oromia, Tigray and Southern Nations, Nationalities and People’s Region). This will be accomplished in part by: mitigating the drivers of child and maternal mortality in Ethiopia’s most populous regions through the facilitation and implementation of quality health service delivery; improved management and performance of health systems; and implementation of innovative and evidence-based social behavioral change and communication interventions. TRANSFORM/PHCU will strengthen the capacity of the health system to effectively use management tools and implement best practices at all levels of the health system and health care delivery with a major focus at the primary care level that include primary hospitals and PHCU.
Position Purpose
The National Program Management Officer provides strategic assistance to the Chief of Party in the implementation of Transform/PHCU with a special focus on compliance and quality. The Officer will also support planning for new business development. The National Management Program Officer will also ensure regularity of project management and partnership coordination meetings and follow the implementation of agreed action items.
Key Responsibilities
  • Work collaboratively with program staff to ensure necessary program planning, development and management activities function smoothly and efficiently
  • Work collaboratively with finance staff to prepare and track the progress of project and activity budgets
  • Ensure the project management meeting and partnership coordination meetings are organized regularly and take minutes of those meetings
  • Oversee technical assistance needed to execute project work plans, which may include external consultants
  • Ensure timely, accurate and appropriate reporting of program activities and results to the donors
  • Comply with Pathfinder International operational policies and regulations
  • Provide programmatic leadership where there is limited field staff capacity, or staffing gaps in country programs
  • Provide the necessary administrative support for the Chief of Party by working collaboratively across the different directors and teams within TRANSFORM/PHCU
  • Represent TRANSFORM?PHCU in professional circles through meetings, conferences and presentations when needed
  • Perform other duties and responsibilities as assigned.
Basic Requirements
  • Advanced degree in public health or related field
  • 7 years progressive program management experience
  • In-depth experience managing donor relations (USG, corporate and foundation) and in-country counterpart relations (Ministry of Health officials)
  • Demonstrated programming, management and technical skills
  • Experience developing strategic and tactical plans in cooperation with others who represent a wide range of interests and needs
  • Strong change management, results oriented and decision making skills
  • Demonstrated experience in new business/resource development, including proposal management, program design and proposal writing
  • Excellent verbal, written, and presentation skills
  • Demonstrated skills in facilitation, team building and coordination
  • Field-orientated and comfortable with a team approach to programming
  • Ability to interact with established networks of senior level international health professionals, donors, universities and other partners
