We are currently seeking qualified candidates for the position of the Nurse Mentor, Linkages Program, for the USAID-funded project, Linkages across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES), under the President’s Emergency Plan for AIDS Relief (PEPFAR) program in Swaziland. LINKAGES is implemented by FHI 360 in partnership with Pact, IntraHealth International and the University of North Carolina at Chapel Hill, and conducts a range of activities to reduce HIV transmission among key populations (KP) — sex workers, men who have sex with men, transgender persons and people who inject drugs — and improve their enrollment and retention in care and treatment across the HIV cascade. LINKAGES will accelerate the ability of governments, key population leaders, organizations working with key populations, and private-sector providers to plan and implement services that reduce HIV transmission among key populations and their sexual partners and extend the lives of those already living with HIV. The key elements of the FHI 360-led team’s strategic and technical approach are

  • Identifying key populations and locales and comprehensively assessing risk,
  • Diagnosing ‘leaks’ and revealing access barriers within the HIV services cascade,
  • Scaling up ‘what works’ while innovating to ensure the most strategic use of resources and access to newly emerging technologies,
  • Addressing structural barriers and transforming local KP organizations,
  • Ensuring interventions are sustainable over the long term, and
  • Supporting the mainstreaming of human rights, gender and competency and capacity development.

Job Description

The Nurse Mentor position provides broad program support to increase human capacity for providing KP friendly norms and standards of care, with a focus on HIV/AIDS clinical care and support, in different health care settings.

The position will also lead on providing guidance and support to the LINKAGES program in relation to community to clinic and clinic to clinic referrals throughout the clinical cascade, and on all clinical related activities.

Position Responsibilities

  • Support a long-term strategy to address the Nurse Mentoring needs to support the development of KP friendly health care facilities.
  • Establish program linkages and referrals between the LINKAGES services and clinics, allowing for tracking along the clinical cascade.
  • Provide support to nurses at designated health care facilities/outreach services to support KP Friendly Norms and Standards of Care, including health care worker’s sensitizations.
  • Provide technical guidance to LINKAGES Outreach Workers and Peer Navigators.
  • Work with PEPFAR Regional TA partners on development of coordinated outreach services that are KP friendly.
  • Support LINKAGES in the roll out of test and start in order to enroll each KP who receives a positive test result.
  • Provide formal pre and in service trainings in KP-specific modules at nursing schools’.
  • Work with other relevant LINKAGES staff on the development of DIC programming to support the needs identified by KPs.
  • Ensure that protocols governing confidentiality are adhered to at all times.
  • Provide counseling and programming support for HIV self-testing (HIVST) at the community level, in accordance with the current MOH recommended guidelines
  • Lead quality improvement initiatives and facilitate the health systems strengthening activities
  • Coordinate with the LINKAGES pogram and technical team to ensure smooth implementation and alignment of program activities across IPs.
  • Provide technical support in the development and dissemination of tools, materials, reports, papers, and intervention for research projects as appropriate.
  • Work closely with assigned team to ensure activities are implemented according to standard operating procedures (SOP’s).
  • Monitor progress against program deliverables, goals and objectives.
  • Report regularly to the LINKAGES Program Manager on progress and status of LINKAGES activities in Swaziland
  • Write and edit technical reports and documents. Assist with publications, web pages, and presentations.
  • Conduct searches of published literature in assigned technical area.
  • Coordinate and contribute to the development, review, and submission of funder progress reports.
  • Stay current and up to date on all aspects of PEPFAR programming and reporting.
  • Perform other duties as assigned.

The position will be based in Mbabane, Swaziland. We are looking for Swaziland nationals and candidates currently based in the region.

Suitably qualified candidates openly living with HIV and/or who are representative of the key populations affected by HIV are also actively encouraged to apply

Qualifications

  • Bachelor’s Degree or its International Equivalent – Economics, Education, Environment, Health, Human Development, Information Science, International Development, Social Sciences or Related Field.
  • Typically requires 5-8 years of managing data collection and technical assistance experience.
  • Proficiency with database management software and on-line search tools required.
  • Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.
  • Must be able to read, write, and speak fluent English.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private company.

Additional Qualifications

  • Advanced nursing degree or diploma.
  • At least 5 years of demonstrated excellence in a similar position working with key population groups.
  • Experience in program planning, assessment and implementation of HIV clinical care.
  • Experience in the provision of health worker training.
  • Experience in mentoring of health care workers.
  • Knowledge of HIV prevention, care, and treatment programs with key population groups in Swaziland.
  • Understands the HIV-related needs of key population groups in Swaziland, including female sex workers, and/or men who have sex with men and have worked to support and implement activities to reduce stigma and discrimination.
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues among key populations in Swaziland
  • Ability to manage and complete numerous tasks with a high degree of organization and limited resources.
  • Experience of proactively identifying risk, addressing issues and appropriately communicating these to the project staff and USAID.
  • Experience of establishing strong working relationships with colleagues from different organizations and cultures.
  • Ability to meet deadlines with strong attention to consistency, detail, and quality.
  • Ability to analyze, and interpret data and write reports.
