HealthEnabled: NurseConnect Helpdesk Coordinator

HealthEnabled is an initiative that builds effective integrated digital health systems in low- and middle-income countries by supporting governments and health programmes, facilitating connections among experts, and promoting best practices in digital health. Based in South Africa, HealthEnabled works with stakeholders to ensure that digital health systems are sustainable, scaled, evidence-based, aligned with national policies and suited to the local context. To achieve the mission of stronger health outcomes by 2020, the focus is on supporting the elimination of mother-to-child transmission (EMTCT) in South Africa and other African countries.

HealthEnabled seeks to appoint a NurseConnect Helpdesk Coordinator to be based at the National Department of Health (NDoH) in Pretoria, South Africa.

This is a fixed term contract ending in March 2018.

This is a full time position offering a salary commensurate with skills and experience.

The NurseConnect project has been designed as an extension to the existing MomConnect program, leveraging the existing MomConnect platform to deliver a combination of clinical care and behaviour change SMS messages to nurses and midwives in public health facilities. In addition, nurses and midwives will be directed (via SMS) to mobile learning resources that they can access directly on their phones.

Requirements:

  • To provide online and/or telephonic support to professional nurses and other health workers as part of its NurseConnect project.
  • Support Service Delivery
    • Primarily assist users of the NurseConnect Application answering all enquiries with regards to service delivery related to maternal and neonatal health care
    • Ensure that compliments and complaints received are brought to the attention of the Help Desk manager, the facility manager and the respective staff member(s), through the district focal person
    • Enable engagement with the Provincial Departments and District focal persons
    • Facilitate and ensure effective communication with all management structures within the district, the regional and Provincial Department of Health
  • Support Health Systems and Logistics
    • Assist with the implementation of a help desk solution
    • Screen and answer the questions received from professional nurses and other health workers regarding maternal, child and women’s health
    • Support the Help Desk manager to provide support to Provinces and Districts when required
  • Monitor and Evaluate Services:
    • Monitor the enquiries received and identify problem areas by District and Province and update the National data base
    • Assist, support and participate in quality improvement cycles in Health Facilities
    • Participate in the implementation of an effective monitoring and evaluation process, with effective use of data and appropriate reporting on outputs and health
  • Generate weekly reports.
  • Generate monthly reports on outstanding complaints per Province, District and Facility and distribute to Provincial Head of Health Departments via the office of DDG:  HIV/AIDS, TB and MCWH
  • Generate two monthly reports on outstanding complaints per Province, District and Facility and distribute to MEC’s for Health in the nine province via the office of DDG:  HIV/AIDS, TB and MCWH
  • General assistance to MomConnect Helpdesk Manager
    • Assist the MomConnect Helpdesk Manager to represent midwifery to be involved in the supply and demand side of MomConnect in the National Department of Health to support the delivery of quality health care services for mothers, babies and children at all facilities throughout the country
    • Maintain personal competency in maternal and neonatal health care, in particular the midwifery component
    • Assist in the mentorship of health professionals in all facilities regarding maternal, child and women’s health in particular
    • Assist with the Maternal Child and Women’s Health mentorship of nursing and allied health professionals and community health workers
    • Assist the team dealing with the Help Desk
    • Assist the Help Desk Manager with strategic and operational planning of services with the support of the project office
  • General Support to Digital Health Expert
    • Coordination, Reporting, Monitoring and Evaluation of NurseConnect MomConnect project
    • Assist in implementation of other Connected /Digital Health projects
    • Assist in assessing various Digital Health Tools for their suitability for implementations at scale
    • Support organisational activities, including but not limited to, attending meetings
  • Any other related tasks as may be required.

Requirements:

  • A basic qualification (i.e. diploma/degree) in nursing or equivalent
  • Registration with the South African Nursing Council (SANC) as a Professional Nurse
  • A post basic nursing qualification (Advanced Midwifery Nursing Science) with a duration of at least one year accredited with the SANC
  • A minimum of five years’ appropriate experience
  • At least two years of the period referred to above must be appropriate clinical experience in Maternal Child and Women’s health after obtaining the one year post basic qualification
  • Trained in the management of HIV/AIDS
  • In-depth understanding of the public health setting within South Africa
  • Strong analytical skills; ability to synthesise complex clinical content and present it in a clear, logical, appropriate format to patients
  • Strong organisational, electronic file management, and computer skills including MS Office, PowerPoint, Excel and Access
  • Knowledge of ethical nursing practices, programme planning, implementation and evaluation and Clinical governance
  • Ability to work well with others and to develop and maintain compatibility among project staff, subcontracts, recipients of assistance and other stakeholders
  • Leadership, Communication and Problem Solving skills
  • Demonstrated ability to enhance effective professional partnerships
  • Fluent in two or more language spoken in South Africa

The following would be advantageous:

  • Knowledge of functioning of Help Desk
  • Knowledge of or interest in ICT for Health
  • Customer service skills
  • Telephone skills
  • High level of organisation, planning ability and adaptability
  • Ability to work cross-culturally
