Job Title: Officer – ASAL Food Income Markets (FIM)

Reports to: Senior Manager – ASAL Food Income Markets (FIM)

Direct Reports: None

Liaises with:

Internally – Programme and Programme Support Unit Staff

Externally – Partner Programme Staff, Implementation Officers, Sub County Government Officers (Ministries of Veterinary, Water, Agriculture, Livestock Development) and like-minded organizations in the sector

Job Location: North Horr, Marsabit with significant travel throughout Marsabit County

Contract Details:

Eight (8) Months Fixed Term Contract

Monthly Salary Kes 96,308

Job Summary:

The incumbent will provide hands on technical support to local partners and communities in the implementation of sustainable ASAL livelihoods interventions with a strong focus on Cash transfers and Community centered approaches

Main Duties & Responsibilities:

Cash Transfers

  • Participate in the development/ review of cash transfer criteria
  • Lead in Beneficiary targeting and registration
  • Ensure beneficiary targeting is done within the set criteria
  • Maintain contact with communities to update the Concern on needs and feedback
  • Liaise with Program managers and Cash vendors to ensure timely cash transfers
  • Monitor project process and provide feedback both to the communities and Concern
  • Maintain a register of vulnerable people within the communities of intervention and share the same to the Programme Manager
  • Ensure minimum SPHERE standards are adhered to in cash programming

Programme Support/Management

  • Build the technical capacity of government and local implementing partners within the ASAL FIM/Livelihoods in planning, implementation, M&E and reporting
  • Ensure community contracting in implementing DRR activities from community development and contingency plans.
  • Facilitate the implementation of livelihood interventions between government staff and other implementing partners at Sub County level
  • Generate programme reports, context analysis and contribute to development of programme proposals and strategies
  • Liaise with the Community Empowerment Team to facilitate dialogue between communities and government staff around ASAL Livelihood/FIM priorities coming out of the participatory approaches.
  • Working with relevant government staff at Sub County level to link and incorporate community priorities into the County work plans and budgets
  • Support community linkage to relevant institutions

Financial Management

  • Monitor and report against quarterly expenditures against the approved work plans
  • Contribute to program planning and development of work plans

Monitoring and Evaluation

  • Develop a monthly joint monitoring tools and plans with partners and oversee their implementation
  • Participate in ASAL livelihoods programme reviews, assessments and evaluations

Collaboration

  • Represent Concern in ASAL FIM sector related meetings and fora at Sub County level as required

Partner Management

  • Coordinate financial logistics, oversight and management of partners
  • Act as portfolio manager for partners

Responding to Emergencies:

  • Participate and contribute as necessary towards Concern’s Emergency response as and when necessary
  • Comply with Concern’s health, safety and security guidelines during emergencies

Programme Participant Protection Policy

  • To adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern Code of Conduct

Job Specification:

  • A degree in Agri-business, Agriculture, Livestock Production, Applied Economics or relevant field
  • At least three (3) years of experience with at least one (1) year supervisory experience in a rural/ASAL livelihoods programme that works with and through local partners
  • Knowledge and experience of participatory methodologies for use in community development, programme design and implementation
  • Excellent analytical, problem solving, negotiation, communication and interpersonal skills
  • Excellent oral and written skills in English and Kiswahili. Fluency in the local language/s is preferred.
  • Proficient in the use of computer applications

Concern was founded by John and Kay O’Loughlin-Kennedy in 1968, as a response to the famine in the Nigerian province of Biafra. The famine was largely precipitated by the conflict that followed Biafra’s attempt to secede from Nigeria.

John’s brother, Father Raymond Kennedy, a Holy Ghost Priest, had returned to Ireland from Nigeria with news about the plight of people in Biafra where widespread famine was becoming a reality due to the Nigerian blockade of food, medicines, fuel and basic necessities.

John, Kay and Raymond held a press conference in the Shelbourne Hotel to raise awareness and funds. This allowed them send the first ‘mercy flight’ to Biafra.

But much more was needed,  some weeks later a larger meeting was called in the home of John and Kay, Africa Concern was formed and the fundraising continued.

Send One Ship

Africa Concern with the Knights of Columbanus launched an appeal in June 1968 for the famine in Biafra with the slogan "Send One Ship".

Becoming Concern

On 29 September, a 600 tonne ship named the Columcille arrived at Sao Tome, a Portuguese island off the coast of Biafra, filled with vital supplies of powdered food, medicines, and batteries. In 1970, a huge cyclone hit East Pakistan (now Bangladesh) and the public were asked to respond. Africa Concern simply became Concern.
