Banja la Mtsogolo (BLM), a senior partner of MSI, is a Non-Governmental Organisation (NGO) providing critical sexual and reproductive health services in Malawi. BLM’s mobile outreach service delivery channel consists of 27 teams, serving communities in partnership with the Ministry of Health. Outreach services are provided free of charge to the client, funded by various donors namely Department for International Development (DFID), USAID (through SIFPO and DREAMS), EU and NORAD.

The Role:

Management Science for Health (MSH) is the prime contractor for the Organized Network of Services for Everyone’s (ONSE) Health project in Malawi. ONSE is a USAID contract and BLM is a sub-contractor.

The ONSE project aims to make strides in reducing maternal, newborn and child morbidity and mortality in Malawi. The approach will support District Health Management Teams (DHMTs) to govern, lead, and manage health services-including those of public and private health facilities-and the community-level to deliver high-impact interventions to reduce maternal, newborn, and child mortality and morbidity and to improve satisfaction with service. The project will expand access to high-quality services in the four priority areas of MNCH, family planning, malaria, and WASH, as well as facility-level nutrition.

The goal of the project is to strengthen critical health systems, which will be accomplished by establishing a network approach, co-designing solutions to strengthen the continuum of care for the priority health areas with the MOH, districts, partners from other sectors, community organizations, and other USAID partners. ONSE will also provide targeted technical support at the zonal and central levels. Together, the consortium will introduce and scale-up innovations and best practices.

BLM will be the key implementing partner on family planning (FP) and sexual and reproductive health (SRH) services, with a focus on youth.

About you

Experience

  • USAID project management experience essential, Chief of Party experience desirable
  • Demonstrable experience in managing U.S. Government and other donor funded programming (health and family planning programming a distinct advantage;
  • Proven knowledge and experience applying U.S. Government assistance rules and regulations, specifically applicable Federal Acquisition Regulations (FAR), and the Agency for International Development Acquisition Regulations (AIDAR), including family planning compliance;
  • Demonstrable ability to establish and maintain effective working relationships with U.S. Government and development partners;
  • Extensive international work experience with demonstrable success working in a senior management role (preferably developing countries) and will have had experience of growing the business;
  • Proven general management experience in operationally demanding and challenging environments (to include recruitment, training and supervision of teams);
  • Proven experience of change management, including identifying required change, leading the change programme and ensuring change is embedded and sustained;
  • Experience in designing and implementing operational plans;
  • Financial management experience, including internal controls and accountability, ideally managing an enterprise or organisation that keeps an annual balance sheet and whose financial performance is tracked though profit and loss accounts;
  • Strong experience managing organisations with clearly defined output indicators and demonstrated capability to improve their bottom line;
  • Demonstrable experience of generating, tracking and analysing management information and client data to inform management decision-making;
  • Previous experience identifying and sharing best practice and encouraging innovation within dispersed teams;
  • Proven experience of building lasting relationships with key external stakeholders, e.g. government or donor stakeholders in order to deliver tangible results.

Qualifications

  • Educated to degree level (essential)
  • Relevant post-graduate qualification e.g. MBA, MSc, MA (desirable)
  • Project Cycle Management (Prince 2 desirable)
