Banja la Mtsogolo (BLM), a senior partner of MSI, is a Non-Governmental Organisation (NGO) providing critical sexual and reproductive health services in Malawi. BLM’s mobile outreach service delivery channel consists of 27 teams, serving communities in partnership with the Ministry of Health. Outreach services are provided free of charge to the client, funded by various donors namely Department for International Development (DFID), USAID (through SIFPO and DREAMS), EU and UNICEF. The Organized Network of Services for Everyone’s (ONSE) Health:
Management Science for Health (MSH) is the prime contractor for the Organized Network of Services for Everyone’s (ONSE) Health project in Malawi. ONSE is a USAID contract and BLM is a sub-contractor.
The ONSE project aims to make strides in reducing maternal, newborn, and child morbidity and mortality in Malawi. The approach will support District Health Management Teams (DHMTs) to govern, lead, and manage health services-including those of public and private health facilities-and the community-level to deliver high-impact interventions to reduce maternal, newborn, and child mortality and morbidity and to improve satisfaction with service. The project will expand access to high-quality services in the four priority areas of MNCH, family planning, malaria, and WASH, as well as facility-level nutrition.
The goal of the project is to strengthen critical health systems, which will be accomplished by establishing a network approach, co-designing solutions to strengthen the continuum of care for the priority health areas with the MOH, districts, partners from other sectors, community organizations, and other USAID partners. ONSE will also provide targeted technical support at the zonal and central levels. Together, the consortium will introduce and scale-up innovations and best practices. BLM will be the key implementing partner on family planning (FP) and sexual and reproductive health (SRH) services, with a focus on youth.
Scope:
The ONSE Project Start-up Specialist will be contracted for 90 days. The Specialist will have experience on managing USAID funds in the field of sexual and reproductive health. With guidance from key BLM staff they will lead on the start-up of the ONSE project, ensuring that all vital structures for service delivery, monitoring and evaluation, data validation, reporting and all other elements are established and sustainable going forward. Specifically, in collaboration with the BLM Country Director, Senior Operations Director and Head of Projects, the Specialist will:
Leadership
- As required, recruit and train a capable project team to deliver the ONSE project and ensure capacity is built among existing BLM staff to implement the ONSE project;
Project Initiation
- Recruit, induct and orient service delivery teams;
- Draft detailed programmatic guidelines for combined comprehensive sexuality education and service delivery teams;
- Develop an Annual ONSE project Implementation Plan as required;
- Liaise with selected partners to develop comprehensive sexuality education content and methodology;
- Participate in any start up activities organised by MSH;
- Work closely with all consortium partners to identify appropriate sites for service delivery;
- Develop and lead the delivery of a ONSE project inception meeting with BLM staff and partners as required;
- Provide strategic leadership and management oversight of the establishment of the ONSE project at BLM;
Systems/process adaptation
- Lead the implementation of recommendations from MSI, MSH and or external consultants on adjustments to BLM’s systems and processes (financial and otherwise) to make them USAID contract ready;
- Make own recommendations to the BLM executive team on adjustments to BLM’s systems and processes (financial and otherwise) to make them USAID contract ready.
Experience:
- Experience of managing mobile outreach teams for service delivery – including recruitment, induction, site mapping and procurement of necessary equipment;
- Experience of youth focused service delivery;
- USAID project management and compliance experience is essential;
- Demonstrable experience in establishing/start-up of U.S. Government and other donor funded programming in sexual reproductive health sector;
- Proven knowledge and experience applying U.S. Government assistance rules and regulations, specifically applicable Federal Acquisition Regulations (FAR), and the Agency for International Development Acquisition Regulations (AIDAR) is desirable;
- Proven experience in operationally demanding and challenging environments;

Expected start date for the consultancy and reporting deadline:
The expected start date as soon as possible – the contract will last 90 days until a ONSE Project Manager is recruited and in post.
