Chemonics seeks an operations and finance director for the USAID Global Health Supply Chain (GHSC) – technical assistance francophone task order. The task order will provide technical assistance for strengthening regional, national and subnational health supply systems in the Democratic Republic of the Congo (DRC), Senegal, Benin, and Haiti. The task order will also support the USAID/West Africa Regional Mission in Accra, Ghana, and collaborate with other U.S. agencies, country governments, and NGOs to improve the long-term availability of health commodities. The operations and finance director reports directly to the DRC country director and works closely with project staff to lead administrative and financial management of the project. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Support the country director in developing and implementing key management systems that support project planning, reporting, and performance management; financial management; procurement systems; grants management; and personnel management
  • Provide financial oversight and management for the project
  • Support technical implementation with timely review and effective management of subcontracts and leases with labs, warehouses, and other vendors
  • Ensure compliance with U.S. government regulations, Chemonics’ corporate policies, and DRC laws
  • Establish standards and procedures to ensure that compliance programs are effective and efficient
  • Plan and track financial and administrative activities with home and field office staff to evaluate implementation needs
  • Update the home office on project finances and budget execution
  • Supervise accounting personnel and accounting procedures
  • Oversee human resource management, including recruiting, hiring, and training staff

Qualifications:

  • Bachelor’s degree required; advanced degree in relevant discipline preferred
  • Minimum of seven years’ experience managing USAID contracts, including strong skills in procurement, subcontracting, compliance, financial management, human resources, and client management
  • Demonstrated ability to manage and implement complex USAID health programs in a developing country context
  • Knowledge of the DRC operating environment preferred, including registration, tax, and labor laws
  • Skilled in leading and managing high-performing teams of local and international staff
  • Demonstrated ability to work with partners in implementing complex programs
  • Experience as a project lead, prioritizing multiple assignments in a fast-paced environment to meet deadlines
  • Demonstrated leadership, versatility, and integrity
  • Fluency in French required
