Operations and Finance Manager – Uganda

Position Description

The ideal candidate is a seasoned professional with extensive experience in the agricultural sector in sub-Saharan Africa, particularly working in finance and operations for donor-funded food security projects of at least $30 million. He or she will be required to work with various stakeholders, including private sector firms, government officials and other entities.

Location: Karamoja sub-region, Uganda

Responsibilities:

  • Provide sound financial and administrative oversight to the project
  • Oversee finance and administrative team, including human resources, accounting, procurement, and logistics
  • Serve as point of contact to USAID on finance and administrative issues, participating in discussions on contract issues and actions, and following up on client requests
  • Develop, manage, and monitor project budgets
  • Prepare monthly and quarterly financial reports in coordination with senior project staff
  • Ensure that project operations are in compliance with all USAID and CNFA policies and procedures
  • Create, maintain, and implement financial reporting and tracking systems and procedures
  • Oversee processing of approvals for procurements, consultant agreements, and vendor invoices
  • Support the development, execution, and management of subcontractor and consultant agreements

Qualifications

  • Bachelor’s Degree, Masters of Business Administration (preferred), or related degree
  • At least 5 years of experience managing financial and contractual aspects of large international development projects, preferably USAID-funded projects
  • At least 5 years managing and supervising financial, administration and procurement staff
  • Knowledge and familiarity with US Government US Government Cost Accounting Standards, and a good knowledge of Federal and USAID Acquisition Regulations (FARs and AIDARs)
  • Proven leadership and communication skills.
  • Demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and private sector businesses.
  • Excellent oral and written skills in English and other local language(s), as required.
