Justification: **

Over the past two years, the UNICEF Tunisia country office has seen an increase its operations workload due to the expansion of its programmes, and OR resources but also in the provision of Operations services to the Libya office based in Tunis. In order to respond to these changes, the creation of a common services has been foresee. Therefore , UNICEF Tunisia country office is currently looking for an experienced and preferably a retiree, Chief of Operations / Opération manager to assist with the establishment and management of the Common service until the recruitment of its new Operation Manager. The assignment will also involve managing the recruitment of a number of key vacant positions both for the common service and the programme and supervising the move to the new office promises .

PURPOSE OF THE JOB:

As the head of operations of Tunisia country office, accountable for the establishment and management of the common service as well as for management of cost effective, efficient and secure operations, in support of management, administration and implementation of the country programmes. Manage the office’s operations (Finance,HR,ICT, procurement , logistics ) related functions in accordance with strategy, plans and decisions made by Regional Management Team and Country Programme Management Teams. **

KEY END-RESULTS

1 Common service is established and functioning and the move to the new premises completed

2 Operations of financial, budget, information & communication technology, supply & logistics, human resource and administrative management strengthened and maintained for Tunisia Country Office.

3 Appropriate and consistent interpretation and application of operations policy and procedures implemented to support operations at the country and sub-country levels.

4 Fiduciary responsibility for funds and assets effectively secured and timely executed for optimum utilization by taking appropriate decision on all operational and financial transactions, disbursement of funds, and administrative arrangements.

5 Effective leadership provided in strategic planning and policy recommendations in the area of operations, taking initiative in improving and implementing operations management systems.

6 Basic office services effectively provided to enhance staff safety and productivity

7 Operations components of the CPMP and annual work plans timely prepared, as well as all other operational reporting requirements fully met for the office.

8 Compliance with all operational systems and procedures effectively monitored to ensure integrity in all financial and other administrative operations of the office.

9 Staff learning/development for effective operations performance programme developed, implemented and enhanced for capacity building.

10 Effective coordination, communication, collaboration established and maintained with internal and external partners for efficient operations, advisory function, vision and leadership, policy coordination, consultative and participatory management process, external representation as well as security and emergency operations.

QUALIFICATION and COMPETENCIES

  1. Education

Advanced university degree in accounting, business administration, economics, or financial management and membership – or enrolled for membership – of recognized professional accountancy body

  1. Work Experience

Five years (P3) of relevant professional office management work experience.

National and/or International work experience in office management, finance, accounting, ICT, human resources, supply and administration and/or other related fields,

Work experience in emergency duty station.

  1. Language Proficiency

Fluency in French and English knowledge of the local luanguage is an asset.
