Proposal Objective:

USAID/Uganda is seeking a five-year rigorous evaluation of two OVC activities in Uganda: Better Outcomes for Children and Youth (BOCY) and Sustainable Outcomes for Children and Youth (SOCY). There will be a quasi-experimental impact evaluation for SOCY and a rigorous performance evaluation for both BOCY and SOCY. The period of performance is anticipated to be 2017 through 2021.

**Please note: Locally-based Ugandan citizens are encouraged to apply.

Position Description:

SI is seeking an OVC Specialist to provide technical subject matter expertise to the evaluation tools of these activities in Uganda. The position would be short-term over the five-year duration.

Responsibilities:

  • Provide technical expertise in OVC to accurately design evaluation tools such as survey questionnaires, key informant interviews and focus group discussions.
  • Work with the Team Leader to advise on appropriate evaluation design and methods.
  • Participate in field work and data collection activities.
  • Participate in the writing of evaluation reports.

Qualifications:

  • Master’s degree or Ph.D. in a relevant subject area such as evaluation, statistics, or OVC.
  • 10 years of demonstrated technical expertise in OVC programming for USAID.
  • Participation and experience on evaluation teams, advising on design and application of data collection tools and participation in field work.
  • Experience in OVC programming in Uganda and/or Sub-Saharan Africa.
  • Excellent oral and written English.
  • Ability and willingness to travel throughout Uganda.
