Background
The CRS Egypt country program began in 1956 at the invitation of the Egyptian president Nasser by providing relief assistance to the victims of the Suez War. Over the following few decades, CRS Egypt moved from large-scale food relief to long-term poverty alleviation and development programs. CRS Egypt works in a wide variety of areas within the development field.
Currently, CRS Egypt has three main programs: the livelihoods program, interfaith peacebuilding program and the education assistance program for refugees. Projects under these programs range from the provision of technical assistance and capacity building to partners, and promoting peace and tolerance, to educational grants for refugees, and the protection of children who are victims of trafficking. Additional programming includes Emergency Preparedness and Response projects that arise as need be. A regional Management Quality unit assists the CP support department in developing and maintaining the highest level of operations standards.
CRS Egypt currently holds a main office in Cairo, and a sub-office in Maadi.
Globally, CRS aims to work through local partners, always aiming to build their capacity and work together to better meet the needs of communities. The partnership project in Egypt aims to engage with local church and NGO partners in Egypt who wish to work with CRS in capacity building and collaboration to meet the diverse needs of the communities they serve.
Job Summary

  • Under the supervision of the Partnership Project Manager, and in close collaboration with other program staff in CRS/Egypt, the Partnership Officer will be responsible for supporting collaborative activities between CRS Egypt and Caritas Egypt.
  • S/he will work closely with Caritas Egypt staff who implement the basic education projects in the field, providing technical assistance and filling gaps as needed.
  • S/he will carry out assessments for teachers, supervisors, administrators and facilities to identify training and financial assistance needs.
  • S/he will design interventions, develop training curricula, conduct workshops and follow up on implementation.
  • S/he will identify lessons learned, develop reports and make recommendations for improvement on a quarterly basis and will keep accurate information regarding grants and the impact of improvements made in the distribution process.
  • When required, the project officer will provide written and/ or oral translation of English to Arabic and Arabic to English
  • Under special circumstances, the project officer will support the portfolio of projects with local small partners other than Caritas managed by the Partnership Project Manager and Project Assistant

    General Programming:
  • Actively participate in the design and implementation of CRS projects, as needed and instructed by senior management.
  • Participate in information sharing and transferring skills and knowledge within the CP when appropriate, and collaborate with other division managers to ensure sound communication with partners.
  • Provide support to other peers in the CP as needed.
    Partners’ Capacity Building:
    · Establish and maintain and excellent collaborative working relationships with Caritas Egypt, serving as the main contact person between the next level management and the local partner by providing regular updates and maintaining field reports.
    · Support Caritas Egypt in organization, set-up and functioning, including here work plans, project implementation plans, technical assistance, monitoring and evaluation plans, and budget management, such as advances and liquidations for implementing partner organizations.
    · Plan meetings with the Caritas Egypt with set agendas and outputs, and monitor their activities in the field, including here compliance and financial monitoring. Work with them to find solutions and methodologies to overcome grant/project challenges
    · Adhere and remain compliant at all times with CRS policies and procedures and donor regulations.
    · Timely reporting to next level management as per strict reporting schedule all project concerns, questions, requests, and challenges.
    · Advise management about issues affecting project implementation, or key local issues affecting future project developments.
    · Mobilize and suggest local actors for inclusion in the project, and maintain external relationships that will be beneficial to the project
    · Occasionally host donor representatives or CRS visitors, and represent CRS and the project to various internal audiences in relevant CP.
    · Maintain administration and filing systems for the project, including minutes, mailing, copying, etc.
    · Support the capacity building of local partners working in collaboration with CRS Egypt other than Caritas Egypt when required
    Monitoring, Evaluation, Accountability and Learning Support:
    · Contribute to the design and implementation of the Monitoring, Evaluation, Accountability and Learning (MEAL) Systems/Plan/Binder in accordance with CRS EMECA MEAL standards and priorities.
    · Facilitate the development of MEAL Systems/Plan/Binders for Caritas Egypt that is in harmony with CRS EMECA MEAL priorities.
    · Implement MEAL activities to capture project progress, ensure accountability and the support of a learning environment
    · Support Caritas Egypt in regular quantitative and qualitative data collection according to the timeframe and methods specified in project MEAL System/Plan/Binder.
    · Support accountability mechanisms on the partner-CRS level and beneficiary-Caritas Egypt level
    · Use data for decision making, project communication and the capturing of lessons learned and best practices
    Internal Coordination and Communications:
    · Take part in regular team meetings, staff meetings, and program (technical) meetings with other implementing NGOs/Government agencies and institutions.
    · Coordinate with other peers in all activities in support of the project.
    · Undertake donor liaison in the field as required in support of senior management.
    · Implement the MEAL activities to capture project progress, accountability and learning environment and it applicable work with partners to ensure consistent understanding and implementation of MEAL activities.
    · Mediate as necessary among local actors during project life.

    · Ensure systems are in place for the proper documentation of meetings and timely circulation of resulting information/outcomes.
    · Help with the coordination of visits of CRS, donor and partner staff as needed.
    · Ensure CRS representation to local government authorities and Donors related to grant/project.
    Protection:
    · Ensure completed Protection training module through CRSLearns (Staff Only);
    · Familiarize themselves and staff with the Protection Policy;
    · Sign the updated Code of Conduct and Acknowledgement of the Policy on Protection from Abuse and Exploitation;
    · Report concerns of suspected exploitation or abuse in accordance with the Reporting Procedures.
    · Assist Caritas Egypt with:
    o Signing the Code of Conduct or Protection Policy process to set standards of behavior;
    o Establishing an in-country reporting mechanism for suspected cases of exploitation and abuse;
    o Implementing investigating procedures;
    o Accessing training materials;
    o Establishing hiring procedures that include standards of protection;
    o orientation of in-country new hires; and
    o Establishing a process for obtaining a signed Code of Conduct from partner staff and project.

    Position Requirements and Qualifications:
    Professional Qualifications:
    · Minimum of three years’ work experience in development and/or emergency programs
    · Working knowledge of the Education in Emergencies Int’l best practices (INEE, UNICEF, UNHCR, and World Bank tools), knowledge in adult literacy preferred
    · Prior experience with international, bilateral or multilateral organization.
    · Strong ability to read and interpret policies and regulations.
    · Fluency in written and spoken English with strong drafting skills.
    · Ability to make oral presentations and write clear reports and guidance in English and Arabic.
    · Skilled in MS Office Suite, including Word, Excel, Outlook, PowerPoint, and Internet.

    Education:
