CAMRIS is seeking Performance Evaluation Specialists for the upcoming Monitoring and Evaluation to Assess and Use Results (MEASURE) Evaluation Phase IV Mid-term Performance Evaluation. The purpose of the mid-term evaluation is to understand how effective the project is in meeting key stakeholders needs, and if they are on track to achieve project targets; inform technical programming and project management for the second half of the Phase IV cooperative agreement; and advise future procurement needs.

Responsibilities:

  • Collaborate with the evaluation team to discuss approaches to implementing the study.
  • Review, comment and recommend improvements to the implementation approach, data collection methodology and tools, and plan of analysis.
  • Code and analyze qualitative data.
  • Ensure quality and timely delivery of all evaluation work products.
  • Meet with evaluation team members to review the analysis to provide recommendations for the elaboration of the report.
  • Provide substantive feedback and input to ensure a high quality evaluation report that reflects: the standards required by USAID Evaluation policy; ADS guidelines; the deliverables described in the study design; and, research standards applicable to the study approach.
  • Assist in briefing(s) and writing of the evaluation reports.

 

Qualifications:

  • An advanced degree in public health or a related field.
  • Minimum of five or more years of M&E experience, including three years on complex performance and/or impact evaluations of health programs.
  • Excellent qualitative and quantitative data analysis skills.
  • Extensive experience conducting performance
  • Experience working in global public health (HIV/AIDS, Malaria, Family Planning, Nutrition, Maternal and Child Health).
  • Very strong evaluation design experience.
  • Expertise in: Health Information Systems, Impact evaluation, Organization development/capacity building, program
  • Fluency in French is preferred.
  • Experience in Nigeria, Mali, or Madagascar is preferred.
  • Excellent oral and written communication skills.
  • Strong organizational and time-management skills.
  • USAID experience is preferred.
