CAMRIS is currently seeking a Performance Monitoring Advisor to provide support to USAID/South Africa. The purpose of this task order is to provide expert consultancy services in Monitoring, Evaluation, Research, and Learning (MERL) for the USAID/South Africa Bilateral Health Office. South African nationals and permanent residence holders are encouraged to apply.
Responsibilities:
- Lead activities related to routine monitoring and evaluation.
- Design and define performance monitoring indicators to track progress towards the achievement of intermediate results, development objectives, and the country development cooperation strategy (CDCS).
- Develop and define indicators to track assumptions.
- Develop evaluation questions to be answered over the CDCS performance.
- Analyze data and make adaptation recommendations.
- Ensure alignment of the performance management plan with PEPFAR Monitoring, Evaluation, and Reporting (MER) indicators.
- Produce periodic reports (e.g., quarterly, semi-annually, and annually, depending on requirements).
Qualifications:
- Must have a doctoral degree and eight years of relevant experience, or a master’s degree and 12 years of relevant experience.
- At least five years of experience working in PEPFAR monitoring and evaluation.
- A graduate degree in public health, international development, monitoring and evaluation or a related field.
- Demonstrated ability to portray complex data sets in easy to understand formats, including visualizations.
- Excellent leadership, management, and written and oral communication skills.
- Strong cross-cultural and interpersonal skills, including the ability to establish and maintain effective working relationships.
- Must be able to obtain a security clearance at the “Facility Access” level.
